So the plat does not require public infrastructure, however it does show the PUEs for the site public infrastructure. I and the applicant do not want to file the plat until the site public infrastructure is constructed to make sure that the PUEs on the plat are correct. We typically require the plat to be filed before approving a site plan, however, I would suggest: -the plat go through P&Z -they sign and turn in the plat mylar, we hold the mylar - approve construction plans and site plan, issue DP -slab onlys may be appropriate - public utilities accepted, letter of completion issued - plat mylar(adjusted PUEs if neccessary) filed - site determined adequate for combustibles -full building permits issued Let me know what yall think. The sewer lines in the previous phase are public. I had communicated to Alan that we may want them to be private. This based on the idea that I did not want the storm drains in the parking lot to be mine to maintain so I asked for them to be private. We were also proposing that the sanitary sewer be private. That is apparently a change in direction and it is a concern for Mr. Scarmardo. What suits you operationally? I need to let them know so we can move ahead with these plans. We need work with the developer and our operations folks (w/ww&drainage)to find solutions that work on a case by case basis. I am not comfortable taking an apartment complex's parking lot drainage on as public infrastructure. If I am not mistaken, I don't think that I have to accept it that way regardless of the standards they build to. This is being proposed as condos-single lot with multiple owners of buildings. I have told Fred with Kling that all internal sanitary should be private. Fred indicated that the City has allowed such sanitary to be dedicated as public-as in the initial phases of Gateway Villas -Carol and Spencer confirmed this. Spencer also indicated that Utilities has experienced problems when such sanitary is constructed as private and has vacillated on this topic in the past. At Fred's request, I was planning on sending him a short email on this topic to the effect of: Sanitary and storm utilities can only be accepted as public if built to public standards and serving multiple lots. Sanitary and storm utilities entirely internal to apartments and condo properties do not meet these requirements and cannot be accepted as public. Conversely, utilities serving multiple lots should be designed, built, and dedicated as public. Please let me know if there is additional input before I forward the above. Alan Gibbs, P.E. In this case the adjacent property to the north is in Bryan and is there sewer treatment plant. Chuck has indicated that this may not be proportional to the development per Local Government Code 212.904.
