Applicant: Travis Martinek, agent for Duck Haven Ltd., property owner Staff Recommendations: Staff recommends approval of the final plat. ETJ Plats - Brazos County's comments and recommendations: None Item Summary: This item is for a new phase of the Duck Haven, which continues the rural residential development of the subdivision. Phase V is consistent with the density of previous • phases. Comprehensive Plan Considerations: Duck Haven is in College Station's ETJ. The Land Use Plan shows the area to be developed at a rural density (very low density residential development with agricultural and support uses); however, the City does not control land use in the ETJ, but does share platting authority with the County. Wellborn Road is identified as a major arterial on the Thoroughfare Plan. Item Background: The master plan for Duck Haven was filed in early 2001 and the original Duck Haven preliminary plat was filed in November 2001. Although the previous plat had not yet expired, a new preliminary plat was approved in August 2006 in order to alter the layout of the subdivision. Phase V was again preliminary platted in 2007. Because this project has remained active through the submission of various final and amending plats, and has vested under previous ordinances, certain development requirements, including the requirements to provide fire flows in the ETJ, are not applicable to this project. Saddle Creek, a similar subdivision abutting Duck Haven to the northwest and southwest, has an approved master plan and preliminary plat, and has final platted several phases. A street connection will be required between the two developments for connectivity and access, which Saddle Creek has provided. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: • Approval • Denial Supporting Materials: 1.
