Staff reviewed the above-mentioned Preliminary Plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information by Monday, November 20th by 10:00 a.m. to be
placed on the next available Planning and Zoning Commission meeting scheduled for
December 7th at 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
$200 processing fee for the next round of three reviews; and
One (1) 24" x 36" copy of the revised Preliminary Plat.
One (1) 24" x 36" set of Mylar's of the revised Preliminary Plat.
Sixteen(16) 11" x 17" copies of the revised Preliminary Plat.
Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be

Rabon,
I do not have comments from Carol yet, but I wanted to give you a heads up on my only comment. Looking at
the block length,there is still a problem with the southwest side of Greens Prairie Trail with a block length of
1880.Additionally, is there any possible way to get another connection on Royder Road,or to move the one you
did place down to meet the block length?I know there is a creek running through there and a proposed
retention facility.These will need variances if not addressed,so let me know how you and Todd want to
proceed.I will be finishing the staff report this morning. Depending on Carol's comments, I don't see any reason
why this won't make the meeting on the 16th. I'll either need revised drawings by Thursday at 10, or a request
for a variance by Wednesday at 5.
Also,you can remove the block length on the southeast end of the property(1625'and 945'). Block lengths are
only measured along ROW,so these will not count against you as it is still contiguous land.Also, please remove
the block length along Greens Prairie Trail that is 1670'.This was agreed upon during the facilitation meeting.

be the City of College Station once the system is accepted by the City of College

Carol,
I spoke with Gary and he said that we were set to go with him. Though the
agenda did not specifically mention this the letter that I sent was apart of
the back-up for the variance request and was in the Commissioner's packet.
Let me know if we need to do anything on the City side, but again Gary said
we were fine from a county stand-point.

Based on various meetings and discussions the following variances to the Brazos County
Subdivision & Development Regulations are being requested for the above referenced project.
These variances are being requested since sanitary sewer has been approved, and there sewer
service area (CCN) has been expanded to include this subdivision, by the City of College
Station-City Council and therefore the property can be developed in a typical residential/urban
fashion. These variances are more specifically identified as follows:
❖ Minimum lot width of 45 feet. For cul-de-sac lots, located around the perimeter of the
bulb, the measurement will be taken along the building setback line which is typical to
the CoCS Subdivision Regulations;
❖ Minimum right-of-way width of 50 feet for residential local streets, 60 feet for collector
streets, and 100 feet for boulevard entrance streets. These right-of-way widths are typical
to the CoCS Subdivision Regulations and 2006 B/CS Unified Design Guidelines &
Standards;
❖ Block lengths of 1500 feet and 2000 feet for cul-de-sac streets which is typical to the
CoCS Subdivision Regulations;
❖ Streets to be constructed with curb and gutter type section. These street widths and
pavement design standards will be in accordance with the CoCS Subdivision Regulations
and 2006 B/CS Unified Design Guidelines & Standards as dictated by right-of-way width
(i.e. 50' ROW's call for a 27' wide street);
❖ No encasing/sleeving of non-pressure utilities being gravity storm drains and gravity
sanitary sewer and their associated leads, services, and laterals when crossing under a
county road. All other utilities (water, water services, phone, cable, gas, and electric) will
be sleeved under the county road;
❖ Placement of 10 foot wide side yard PUE's as requested by the private utility companies
(gas, phone, cable, electric) and where required for public water and sanitary sewer.
Where these side yard PUE's are not requested none will be platted. We currently are

waiting for responses from these private utility companies for placement of side yard

I would like to express my complete opposition to the new development planned for Wellborn community. I
understand development is necessary, my husband is a home builder. However, a high density development
planned for a rural area such as Wellborn does not seem wise. Do we have the infrastructure in place to
accommodate all of this? I am sure that we do not. The puny little sewer line being installed seems grossly
inadequate. Will Wellborn water be able to supply all of the new needs and maintain water quality and pressure
for those of us already here? What about the traffic on Wellborn Road,Greens Prairie Road and Greens Prairie
Trail? Do the highways presently there seem adequate to you for the amount of traffic they will have to carry in
the near future? What about the safety of the residents already living in this area?We enjoy the rural life.
Would you want duplexes and student housing near your home? I am fairly sure you wouldn't . We live in a
rural community to get away from that. I am sure changes to the development that insure that it is NOT high
density would be beneficial and would preserve the rural community we enjoy. Out of town investors care
nothing about the quality of life we enjoy. I hope that you do and will consider that as you study this
development. I also ask that you not accept the prelimary plat tonight before you consider input from the
community.
