Please note that we have added a few construction notes to our civil/site plan submittal, as well as a construction details sheet (sheet 5 of 6) and a site parking analysis sheet (sheet 6 of 6), so that our revised submittal covers both site plan and construction plan requirements. All changes from our original site plan submittal have been clouded on the revised submittal so that you can clearly see all changes made. Our responses to your site plan review comments follow: PLANNING by: Jason Schubert Comment#1: The Operation and Easement Agreement between Dayton Hudson Corporation and H.E. Butt Grocery Company and Culpepper Realty Company is still under review. Response: No response needed. /Comment#2: Since parking spots are being removed, calculate the required parking (i.e. store square footages, parking ratios, and required spots) for the entire shopping center, including the Target portion. This should be provided in graphical and tabular format. Response: We have added the requested information as civil plan sheet 6 of 6. Our tabular data provides calculations for both pre- and post-development of the proposed improvements. You can readily see that,for both conditions, an excess of parking exists. \ Comment#3: Provide the indoor café and outdoor seating area square footages. Response: Cafe indoor seating equals 1,068 s.f; outdoor seating equals 905 s f. These values have been added to sheet 1 of 2 of the architectural site plan submittal. Comment#4: The width of the drive aisle for two-way traffic and 90 degree parking is 23'. According to UDO Section 7.2.C.5., dimensions for spaces, aisles, and modules are measured from wall to wall (face of curb). Revise dimensions accordingly. Since no order box is being constructed,provide 6 queue spots for the window. Response: We request that the City reconsider our provision of 5 queue spaces from the pick-up window. The menu board is placed at the pick-up window, and there is no made-to-order food being offered at the café. All food is either prepackaged or pre-made and located in a display case. This will result in rapid delivery of ordered food. Comment#6: Show the location of the menu board(s). V Response: This was shown on sheet 2 of 2 of the architectural site plan submittal and has been dded to the civil plan sheet 3 of 6. Comment#7: As per UDO Section 7.9.B.5.,provide a bike facility that stores a minimum of 4 bicycles. Response: Added at building front and shown on architectural site plan sheets 1 and 2 of 2. Concerning comment#2, I'm attaching an electronic file containing the aerial view I obtained from Diane at the City. If I make this aerial view larger on the plan sheet 6 of 6 than I did on my previous submittal, would that address your concern? As we spoke about on the phone before, it is considerably outside my scope of work to have to conduct a detailed field survey of the entire shopping center(s). Please let me know if this will work. 2. Concerning comment#5, Hastings is going to send you a copy of the menu board. Their position is that there are only about ten items available and shown on the board, and by having such simple menu options, a second board would be of limited value as intended by the City. Please advise if you agree after receiving the board. 3. Concerning comment#6, we propose to eliminate the two parking stalls which are currently shown to remain adjacent to the side of the building. This will eliminate the need for providing a sidewalk connection between the front and side sidewalks, i.e. the side sidewalk will no longer serve a public purpose. As pointed out in your comment#2, we agree to provide at least a 3-foot sidewalk in front Jason Schubert- RE: Hastings Page 2 of the building where the proposed outdoor café seating area is shown (which will provide pedestrian connectivity between the Center and the parking the side of the building near Holleman Drive); however, trying to connect the front and side sidewalks would result in pedestrians crossing the drive-thru lane twice (especially at the exit where motorists are not as likely to be aware of pedestrians), which we feel is unwarranted just to save two marginal parking stalls. Please let me know if you agree with this approach. 4. Further concerning comment#6, the shopping center does not currently accommodate pedestrians along sidewalks between Holleman Drive and the Center. As indicated above, this would encourage any Holleman/Center pedestrian traffic that may exist to be routed through the drive-thru lane. Also, a sidewalk along the Center driveway would necessitate the relocation of a fire hydrant. Further, by connecting to an accessible sidewalk such as the one along Holleman, the new sidewalk would likely need to be accessible and the grades associated with trying to connect the Holleman sidewalk with the Center parking lot would result in a very steep longitudinal slope, making it impossible to meet TAS requirements and also require an accessible ramp at the northwest building corner of Hastings (near the drive-thru lane). Finally, the pedestrian connectivity via a direct sidewalk between Holleman and the Center does not exist today. The desire Hastings has to install a café drive-thru cannot diminish a public option that does not exist today. Likewise, it seems reasonable that Hastings should not have to bear the burden of providing such a "bigger picture" public option unless one already exists. Please advise if you agree with this approach. 5. Further concerning comment#6, if you agree with our approaches described above, there would be no justification for crosswalks, brick or otherwise, (which don't exist today anywhere on the Center except in front of GattiTown where HEB previously maintained their Pantry Store). 6. Regarding comment#7, fire lanes do not exist today along the parking lot aisle beside the building. I'll send you photos of this area, via separate e-mail, bearing this out. We will add the striping for a fire lane if desired; however, a striped fire lane does not exist. Please advise if you want a fire lane added in this aisle. 7. Concerning comment#8, the cone barricades on sheet 3 were to indicate to the contractor and City that we desire the barricades be in place during installation of the improvements shown on sheet 3. Of course, the barricades would not be permanent upon completion of the improvements, but we do want them in place during construction for the safety of the public and workers. Response: No comment necessary. Comment#2: The parking graphic(civil plan sheet 6 of 6)is not legible enough to verify the information in the calculations table. Submit a diagram that clearly delineates the parking spaces and end islands for the entire shopping center. Response: We've enlarged the aerial view of the parking lots for the shopping centers, as well as field-verified the number of parking spaces on the drawing through on-the-ground counting of stalls. The aerial view was provided by the City of College Station and is quite recent photography. The numbers in parentheses that we've added on the drawing represent the number offield-verified parking stalls by aisle location. Comment#3: It appears the outdoor seating calculation includes the sidewalk and brick paver area outside of the café. At least three feet of the sidewalk needs to remain designated for pedestrian traffic along the front of the building. Please recalculate and indicate the designated area. Response: You are correct; we previously calculated the outdoor seating area as including the sidewalk area in front of the building. Detail 1 on our revised plan sheet 1 of 8 clearly depicts a 6-foot wide sidewalk in this area and a revised outdoor seating area of 625 square feet. Comment#4: Provide dimensions for the indoor café. Any area designated for café use should be included. Response: Detail 8 has been added to the top left corner of plan sheet 1 of 8. This detail shows the scaled layout of the indoor 1,695-square foot café area. Comment#5: Five drive-thru queue spaces will be permitted as long as safety,traffic control and vehicle queuing concerns are addressed. Directional arrow pavement markings will be required at the drive-thru entrance and exit with the aisle marked as"Drive-thru." Two-way pavement marking arrows are to be placed on the drive-aisle between the drive-thru and end island. A second menu board placed near the third queue car can help reduce the queue load and enhance vehicle maneuvering in the vicinity. Response: We've added directional arrow pavement markings, with the "DRIVE THRU"designation, at both the drive thru lane entry and exit, as well as 2-way arrow markings within the aisle to clearly indicate the purpose of the increased pavement width in this area (see plan sheet 5 of 8). We provided you a detailed layout of the proposed menu board. Based on the November 7th telephone call between you and me, the second menu board is no longer needed due primarily to the simplicity of the available cafe menu options. As per Unified Development Ordinance Article 3.5.E, for pedestrian safety and circulation, crosswalks are to be provided to reconnect the front and side sidewalks through the brick paver island by the drive-thru window. In addition,provide a crosswalk from the front sidewalk to end island and construct a sidewalk through the end island to the sidewalk along Holleman Drive. It is recommended that the crosswalks consist of brick pavers to be distinguished from other pavement markings. Response: You and I discussed these comments (which I understand as recommendations not requirements) in detail during our November 7th telephone conversation. A summary of my position, which I understand to be acceptable to the City,follows: Connecting the front and side sidewalks would only benefit the users of the two remaining parking stalls adjacent to the side of the building. We have concerns about the safety of providing designated crosswalks through the drive-thru exit and entry to accommodate these two marginal parking stalls. We offered to eliminate the two stalls; but we agreed during our November 7th telephone conversation that the stalls, although far removed from the building entrance, may be convenient to Hastings store management having keys to the side door. Provision of a designated crosswalk between the front of the building and the end island and then a sidewalk to Holleman Drive would indicate safe provision of an accessible pedestrian passage between these two areas. Such an accessible sidewalk would result in: a maximum sidewalk longitudinal slope that does not meet TAS requirements, an accessible sidewalk ramp at the northwest building corner that "spills out"into the cafe drive-thru lane, a designated pedestrian crosswalk within the cafe drive-thru lane(while the entire available lane length is designated for up to 5 vehicles (181/2 feet x 5 = 92.5 feet)). For the above stated safety concerns of the general public, combined with the fact that the proposed Hastings café improvements do not diminish a pedestrian access that does not exist today, we recommend not installing any of the City-recommended sidewalk and crosswalk improvements listed in comment #6. Comment#7: As per the Fire Department, fire lanes should be striped along the entire length of the two-way drive aisle on the side of the building. Response: We have added curb and aisle lane striping as requested along the entire length of the 2-way aisle (see plan sheet 5 of 8). Comment#8: Remove the cone barricades from the Improvement Plan(civil plan sheet 3 of 6). Response: We have added a note to the drawing that the barricades are to remain during construction but shall be removed prior to issuance of the certificate of occupancy(see plan sheet 5 of 8). Comment#9: Consolidate all site plan sheets into one set. Response: All plans have been consolidated into a single set containing 8 sheets. The fire lane may cross the aisle at the rear of the fifth car in the queue. Please revise the fire lane on sheets 5 and 6. It is your discretion whether the fire lane replace the proposed 8"yellow stripe or be placed on the two-way drive aisle side next to it. Response: The fire lane has been revised as requested. We are replacing the 8"yellow stripe with the fire lane stripe. Comment#2: For clarity,remove the"drive-thru"and arrow pavement markings from sheets 4 and 6. Response: The sheets have been revised as requested. Comment#3: The submitted parking analysis is acceptable(sheet 8),provided that some corrections be made. The corrections are intended to increase the accuracy of the analysis and are to be revised on the aerial and table. I have verified the following through a site visit: Dayton Hudson Center: a. Instead of the 13 space segment,there are 11 located along the rear property line behind Target. b.
