Dale Browne,Jr.,P.E.,McClure&Browne Engineering/Surveying,via fax 979.693.2554 FROM: Jason Schubert,Staff Planner SUBJECT: PEACH CREEK(MDP) Staff reviewed the above-mentioned Master Plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, November 19, 2007, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for Thursday,December 6, 2007, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24"x 36" copy of the revised Master Plan;and Nineteen (19) 11"x 17"copies of the revised Master Plan. Upon receipt of the required documents for the Planning& Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed,your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday the week of the P&Z meeting. http://www.cstx.gov/home/index.asp?page=2481. Please note that a Mylar original of the revised master plan will be required after P&Z approval and prior to processing subsequent preliminary or final plats. Please show the minor collector on the western boundary of Phase 1, as shown on the City's Thoroughfare Plan. It proceeds north from FM 2154. 2. Please remove the ROW width designations from all roadways. As such, please remove General Note #7, though thoroughfares are to be labeled with the proposed thoroughfare classification. 3. The color land use designations are appreciated, however, the Master Plan will be forwarded to the Planning& Zoning Commission in black and white. Please label the proposed land use designations on the plan. 4. Please label the purple colored areas appropriately. 5. There is only one area labeled as a phase. If the remainder of the proposed development is "Phase 2" please label accordingly and/or propose additional phases. 6. Staff understands the concerns regarding master planning an area of this size expressed in General Note 8 and recognizes the intent to only initial develop Phase 1 and then later submit revised Master Plans for the remainder. The submitted Master Plan can serve as the index sheet but please provide the additional sheets for Phase 1 at the 100'per inch or larger scale. 7. The Villages of Indian Lakes has submitted a Master Plan that abuts a portion of the proposed development to the north. Both Master Plans will be required to show street projections into unplatted property. Please coordinate these projections with the abutting project. Please note that if the applicant intends to provide streets with ROW widths of less than 70', a variance will be required with Brazos County at the Preliminary Plat stage. 9. Please note that a Master Plan does not supercede the necessity of meeting all subdivision regulations, or seeking variances for them,at the time of preliminary plat. 10. FYI,Engineering does not have any comments beyond those listed. Reviewed by: Jason Schubert Date: November 12, 2007 GENERAL ELECTRICAL COMMENTS 1. This plat is in the College Station ETJ, but is out of the College Station Utility electric service area. Customer will have to get with their electric supplier for this area to determine electric service specifications and requirements. Plat reviewed by Timothy Crabb,CSU Electric, (979) 764-3439. The Master Plan has been revised to show the sheet legend for Phase 1 and three additional sheets have been added to Master Plan to show Phase 1 at a scale of 1"equals 100'. ACTION: A meeting was held with representatives from the Villages of Indian Lakes to coordinate the projection of streets into the adjacent unplatted portions of the two developments. Indian Lakes has not yet located its local streets for future phases of its existing master plan; therefore, while we are projecting local streets from Indian Lakes into the otherwise inaccessible areas of the Peach Creek property, the exact locations of these streets may be subject to change based on future discussions with Indian Lakes. COMMENT#8: Please note that if the applicant intends to provide streets with R.O.W. widths of less than 70', a variance will be required with Brazos County at the Preliminary Plat stage. ACTION: Duly noted. COMMENT#9: Please note that a Master Plan does not supercede the necessity of meeting all subdivision regulations, or seeking variances for them, at the time of preliminary plat. ACTION: The developer understands that the subdivision regulations in effect on the date of the filing of the Master Plan (i.e. October 26, 2007) governs further preliminary plats. Following the meeting, the following information will need to be submitted: One (1) 24" x 36" copy of the revised Master Plan; and One (1) Mylar of the revised Master Plan. Please note that these documents will be required after P&Z approval and prior to processing subsequent preliminary or final plats.
