2. Initial Hear Visitors—Swearing in of new HPC members Earl Apgar and James
McGinnis

Preservation Committee for three (3) minutes. Topics for deliberation shall be
discussed under the appropriate agenda item, placed on the agenda of a subsequent
meeting, or assigned to staff for research. However, a statement of specific factual
information or the recitation of existing policy may be issued.
4. Possible action and discussion on absence requests.
5. Possible action and discussion to approve meeting minutes of regular meeting of
September 15, 2008.

Parks Project Committee (Lou and Jane)
Nothing new to report.
Exploring History Lunch Lectures (Ernie,Jane and Hillary)
Anne B. and Hillary will choose a date to discuss the lecture theme and speakers.
They will coordinate with Marci Rodgers and the Senior Advisory Committee to
get their input as well. Lisa Kalmus suggested Col. Jim Woodall (Ret.)to speak on
his upcoming book about the Aggie Congressional Medal of Honor winners.
Members are to send their suggestions to Anne B. if they cannot make the meeting.
Historic Markers (Meredith and Hillary)
The Committee approved Historic Home #85 marker for 1203 Walton Drive.
(MW/CR) Anne B. reported that a replacement marker for Café Eccel's Historic
Building #1 has been ordered. The expense will be covered by the Heritage
Programs budget since the city still owns the building and purchased the original
marker.
Oral History Project (Lou and Anne Steen)

Project HOLD (Lou, Colleen and Anne Steen)
Anne B. reported that the Proposed FY09 Budget for Heritage Programs was not
approved.

Agenda Item #7: 70th Birthday of the City of College Station
Anne B. reported that the Council Reunion special reception at Café Eccel was
confirmed. She is designing the invitation and working on the guest list which will
include current and former mayors, council members, select members of city staff
and the HPC. Café Eccel will provide the room and refreshments.
Agenda Item #8: HPC Retreat
In lieu of an October regular meeting, the HPC will meet at Hillary's, 113 Lee
Avenue, for the annual HPC Retreat, Friday, Oct. 17, 10am-2pm. Lunch will be
tortilla soup.

UDO Amendment—Historic Preservation Enabling Or

Agenda Caption: Public hearing, presentation, possible action, i
amendments to Chapter 12, City of College Station Code of Ordinances, Unified
Development Ordinance Article 2 Development Review Bodies, Article 3
Development Procedures, Section 4.1 Establishment of Districts, Article 5 District
Purpose Statements and Supplemental Standards, Article 10 Enforcement, and
Section 11.2 Defined Terms as they relate to the creation of a Landmark
Commission and Historic Preservation Overlay District.
Recommendation(s): The Planning & Zoning Commission and staff
unanimously recommend approval of the ordinance amendment.
Summary: At the direction of City Council, Staff has been working on the creation
of a historic preservation enabling ordinance that is intended to provide for the
protection and preservation of places and areas of historical, cultural, and
architectural importance and significance in College Station. While the City
currently collects historic information and recognizes properties with historical
markers, the current program is a social recognition and does not involve actual
regulation of actions that change the property. Through the application of a Historic
Preservation Overlay zoning district, property within a Historic Preservation district
would be subject to higher standards for and greater regulation of construction,
reconstruction, alteration, restoration, and rehabilitation.
In summary, the Historic Preservation (HP) Overlay draft ordinance provides for a
new Landmark Commission, a member of staff designated as the Historic
Preservation Officer, a Historic Preservation Overlay Zoning District, Certificates of
Appropriateness and Demolition for properties under the overlay, and specific
penalties for violations of the ordinance.
Budget & Financial Summary: If adopted, the City would need to establish a
Historic Preservation Fund. Funding sources could be from the penalties collected
from ordinance violations, grants, donations, hotel/motel taxes, and the City
budget. The purpose of the fund would be to promote and implement historic
preservation measures in the community.
