The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) complete set of construction documents for the proposed development with the revised site and landscaping plans attached One (1) revised site plan One (1) landscaping plan Easement Dedication Sheet and required documents (please allow 4 weeks to process) Other engineering documents as detailed in the comments. Please note that the Easement Dedication Sheet and necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Page 1 of 3 STAFF REVIEW COMMENTS NO. 1 Project: CSISD CREEK VIEW ELEMENTRAY (SP) — 07-00500282 PLANNING 1. Since rezoning is not considered for ISD projects, please remove the proposed zoning line and references to proposed zoning. 2. Provide easement dedication sheet for the proposed ROW dedication for Eagle Avenue. 3. Please note the address for the site is 1001 Eagle Avenue. 4. It appears the "Future Portable Building Location" does not have adequate fire coverage. If it is to remain on this site plan as a proposed building location, fire coverage needs to be provided. If the location is removed and portable structures are proposed in the future, a revised site plan, meeting fire coverage, will need to be submitted at that time. 5. Please provide a Landscape Plan for review. While the Landscape Plan will not be reviewed for compliance with Unified Development Ordinance 7.5 (Landscaping and Tree Protection), it will be checked for conflicts with proposed utilities and infrastructure. 6. Please note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. 7. Please note that if an irrigation system is installed, it will need to be tested prior to issuance of a Certificate of Occupancy as per the following general notes: Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394 and All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. Reviewed by: Jason Schubert Date: November 14, 2007 ENGINEERING COMMENTS NO. 1 1. Provide Drainage Report. 2. Provide Water Design Report. 3. Provide Sewer Design Report. 4. Our GIS floodplain does not appear to match you on the ground topography. Determine location of floodplain on the ground. What is BFE? 5. Show all proposed public utility easements and provide easement dedication documentation. 6. Please review general construction notes on Sheet C01. A number of the notes need to be updated with current information. 7. The FIRM panel listed on Sheet CO1 is not the most current there is a "D" issue. 8. Please designate sanitary sewer line as private. 9. Indicate TCEQ crossing requirements for water and sewer. 10. The water line profile is labeled Storm Sewer "F" (Sheet CO3). Also, the sheet title does not include water line. Is it supposed to be on this sheet? 11. Please review TCEQ requirements for waterlines crossing intermittent streams. Provide valves and encasement as required. 12. Show conflict with proposed sanitary sewer line. (Sheet CO3) 13. Please re-label Fireline as Fire Suppression Line. 14. In order to eliminate the dead end fire hydrant line (Waterline C), please relocate the 8" line in front of the building to the rear, providing a looped system. Page 2 of 3 15. It is preferred that you cross over the 36" storm pipe if you can keep 3 feet of cover. (Waterline A) 16. Remove the 4" waterline lead at the 45 bend (Waterline B). It appears that this will need to be a metered connection at the time it is needed. 17. Additional comments may result when required reports are submitted and reviewed. Reviewed by: Carol Cotter Date: November 13, 2007 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. Developer provides temporary blanket easement for construction purposes. 2. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30' of rigid or IMC conduit for each riser pole. City installs riser. 4. Developer to intercept existing conduit at designated transformers, pole or device and extend as required. 5. If conduit does not exist at designated transformer, pole or device developer will furnish and install conduit as shown on electrical layout. 6. Developer pours transformer and/or device pad(s) per City specs and design. 7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull boxes and secondary pedestals provided by the City). 8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to: gmartinez@cstx.gov. 9. Developer provides load data for project as soon as it becomes available so that transformers can be sized and ordered and material can be allocated. 10. How will you ensure construction traffic does not use Newport Lane? 2. Relocate the Dove Crossing construction exit to CSISD property. 3. Provide flushing mechanism for low point(s) in water line. 4. Fire flow report states velocities are at or below 12 fps, but report shows velocities above 12 fps in 2 sections of line. However, this will be allowed since this is preferable to increasing the line size. 5. Water line encasement should extend into high bank. Refer to BCS Unified Design Guidelines for requirements. 6. Show connection of Eagle Avenue to existing roadway. Plans just show "end of roadway". 7. Clearly indicate that only storm sewer associated with and in Eagle Avenue ROW is public. The rest will be maintained by CSISD. 8. Junction box required at all changes in alignment. Manholes to be provided at intervals not less than 300 feet. Storm Sewer "F". 9. If all is okay an additional thirteen (13) full sets from VLK will be sent to the City for stamping. • Two (2)revised site plans • One (1) 11x17 grading and erosion control plan STAFF REVIEW COMMENTS NO.2 PLANNING It is acknowledged that no comments were made, however if this changes please do not hesitate to call(979) 260-6963. ENGINEERING COMMENTS NO. 2 1. Once Eagle Avenue is constructed you will need to relocate construction exit to school property. How will you ensure construction traffic does not use Newport Lane? RESPONSE: We have noted on sheet 2 that the construction exit will be moved to the school property once Eagle Avenue has been constructed. We have also noted on that same sheet that no construction traffic shall use Newport Lane and the contractor shall maintain barricades at Newport until construction of Eagle Avenue and the school is complete. 2. Relocate the Dove Crossing construction exit to CSISD property. RESPONSE: This construction exit has been relocated to CSISD property on sheet 2. 3. Plans just show "end of roadway". RESPONSE: This connection detail has been added to sheet C3 and a note added to the contractor at the existing Eagle terminus referring to this detail. 7. Clearly indicate that only storm sewer associated with and in Eagle Avenue ROW is public. The rest will be maintained by CSISD. RESPONSE: The section of private storm sewer has been labeled on sheet 3. 8. Junction box required at all changed in alignment. Manholes to be provided.at intervals not less than 300 feet. Storm Sewer"F". RESPONSE:A junction box has been added to storm sewer "F". 9. Drainage Report Certification cites"The Lofts". RESPONSE:A new certification sheet was submitted to Carol Cotter on 1/7/08. 10. What is the study point location for Exhibits 8-11? RESPONSE:A new exhibit is attached which shows these study points. 11. Include BCS Unified Detail Sheets. RESPONSE: These detail sheets are already included in the overall plan set for Creekview Elementary school and these plans for Eagle Avenue are part of that overall set.
