Great Oaks Master Plan 06-142 1. Consideration of a Master Plan for Great Oaks in the City's ETJ. 2. Applicant is proposing a 224.5 acre single family residential development. a. Consists of ten phases b. One developed phase 3. Land Use Plan projects Rural Density Residential - no control over land use in the ETJ 4. Portion of Rock Prairie Road West is a minor arterial on City's Thoroughfare Plan 5. Master Preliminary Plat approved in June 2000 6. Final Plat for Phase 1 approved in September 2000 and developed 7. Master Preliminary Plats has expired and UDO now requires Master Plans a. More than one phase AND b. More than 100 residential units OR c. More than 50 acres 8. Master Plans are intended to be conceptual plans which show the general layout of thoroughfares, land uses, and public facilities. 9. What is the difference between a "master plan" and a "master development plan" (see the Bird Pond Estates item), if any. 2. Will you be able to provide any background on the original "master preliminary plat" that was approved back in June 2000? I know that this has long since lapsed, but it might provide some idea of intent of the developer at that time... though I am sure the developer is following the market now. 3. Along the same lines, will you be able to provide the proposed "master plan" that we denied in June because of connectivity reasons. In that one there was a layout of proposed internal streets and that helped identify problems that needed resolution. Now I see a "bare bones" master plan that really shows us nothing except the land area and division into phases. Earlier this week the issue of bare bones master plans came up in discussions of the agenda with Molly and Lance. Now having looked at this particular"master plan", I am beginning to realize the extent of the problem. How can the commissioners make any judgement here as to whether this represents a good plan or not. When we are in the ETJ, we really cannot do much, but the master plan should help us protect the welfare, health and safety of the citizens, When it get to the platting stage, we really cannot bring this into the evaluation. It has to be now. We do not have a zoning hearing to consider this. One of the main issues would be traffic and connectivity and there is nothing on this version of the master plan to help me. The developer does not indicate density (and does not have to I guess) so we cannot estimate the traffic generation from this development or how it would be dispersed. The developer must have chosen to withdraw the details he provided earlier. As I know you all have discussed, the whole idea of a master plan could be very useful, especially in the ETJ, but I guess our UDO does not have much specificity as to what is in a master plan. A Master Plan should help the regulators decide if the proposed development represents "best planning practices and principles". I don't see how this bare bones approach helps at all.... so what am I agreeing to if I vote to approve it? What are the consequences if we vote to deny? All good food for thought. John John P. I have the following responses to the PLANNING/ENGINEERING numbered comments: 1. Please provide a vicinity map showing the subject property. This has been revised 2. Update the submitted date to September 18, 2006 and remove the revised date This has been revised. 3. Please show the lot corner markers and survey monuments that are clearly tied to basic survey data. This has been revised 4. Due to recent internal discussions about local streets on Master Plans,we will only be requiring rights-of-way that are either on the Thoroughfare Plan or that will be added with the development to be shown on the document.
