Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please wait on Engineering to
complete the drainage report review prior to submitting the following items;
Two (7) site plans
One (2) landscaping plans
One (1) 11x17 grading and erosion control plan
If there are comments that you are not addressing with the revised site plan, please attach a letter

SUBJECT: Status of Lot 1, Block 1 Greens Prairie Center Phase 1
As requested, this correspondence will describe the status of the detention pond facility and
landscaping associated with Lot 1, Block 1 Greens Prairie Center Phase 1. This lot is owned by
Texas Hotel Management, LP and received an approved site plan, landscape plan, and
development permit for construction in January 2007.
The owner has completed the grading and infrastructure associated with the detention pond and
has hydroseeded the site to establish groundcover. The City will continue to monitor the site to
ensure groundcover is established and erosion of the pond does not occur. In addition, the City
of College Station has received and accepted a bond for the required landscaping. Section
7.5.G of the Unified Development Ordinance allows a bond to provide an extension to the
installation of the landscaping for four months from the date of the Certificate of Occupancy.
There is not a structure on the lot that requires a building permit so a Certificate of Occupancy is
not applicable. The bond was provided in the form of a check and has been deposited into a
City account and therefore does not have an expiration. It is Staff's understanding that the bond
was provided to allow the facility to be redesigned before installing the landscaping. Given
these circumstances, Staff will proceed with the timeframe of the bond given in the ordinance
but will also take into account progress in getting a redesigned facility approved. In any case, if
ultimately not installed according to the approved landscape plan, the City will execute the bond.
As for City requirements, the items as described above satisfy the owner's obligations for the
development of the lot. It is Staff's understanding that this facility in part provides detention
capacity to Lot 1, Block 2 of the subdivision owned by you. Since the requirements for Lot 1,
Block 1 have been met, you may further develop Lot 1, Block 2 in accordance with the detention
capacity provided and all other applicable development standards. I hope this information has

Jason-
I talked with Parviz today. They are currently constructing the approved detention pond for the Greens
Prairie Center Area. They will be turning in revised plans to make the pond more of an amenity. But,
they need to get a temporary CO on the current pond when completed to satisfy contractual obligations.
They would like to bond out of the landscaping since they will be revising the pond and don't want to end
up destroying what they put in. Please email him and copy Joe Schultz regarding how to go about
bonding out of landscaping. I believe he would prefer the check method, but wants to know the
particulars as far as what needs to be turned in to satisfy this requirement. Thanks!

Subject: landscape bond
Parviz,
I wanted to follow up on your conversation with Carol earlier today regarding the detention site in Greens
Prairie Center. You may bond out of the landscaping to get a temp CO. The bond (which can be done
with a check) is to be in the amount of 150% of the landscape bid. A copy of the bid is to be provided
with the bond that itemizes the different components (i.e. trees, sod, irrigation). As a FYI, I looked at the
approved landscape plan and it appears the calculations were off and much more landscaping was
provided than required. I hope this helps, let me know if you have any questions.

Attached is a revised Landscaping Plan of the Greens Prairie Center Detention Pond with fewer trees, but
I think the points are still within the requirements. Please look it over and let me know what you think. I'm
in the process of trying to get a bid for the work. If I am unable to get a bid today, are there other options
for establishing an adequate bond amount? Thank you for your help.

Dear Jason,
1. Thanks for discussing the above matter with me this morning. As we discussed this morning my client,
FIRST NATIONAL BANK OF BRYAN, would like to have a letter from the City of College Station stating
that the detention pond constructed by Hotel Management (Owner contact Parviz Vessali, engineering
firm -Civil Development, Ltd.) meets with the city's approval and has been accepted. Also what the
conditions are regarding the "Bonding Around" for the landscaping & lawn irrigation work are. (ie. Time
frames that the bond is good for, when the city requires the landscaping to be completed by, etc.)
2. As we discussed also it is our understanding that with the City's approval and acceptance of this
detention pond, that my client, FIRST NATIONAL BANK OF BRYAN, would be able to develop the
remainder of their property that is across Arrington Road; legal description Lot 1, Block 2, City of College
Station, Brazos County, Texas -Greens Prairie Center Phase I, Vol. 7574, Page 76 - 5.802 acres.
Please also refer to this property in your letter to me, as well as if our understanding of item#2 above is
correct. Also please address the letter to, FIRST NATIONAL BANK OF BRYAN, 2307 S. Texas Ave.,
Bryan, Texas 77802, and we would prefer that it be on the City of College Station's letterhead.
Please send the original letter to me at the address below.

Bridgette,
The drawing I dropped off with Spencer last night shows the ultimate buildout of this property. The developer at this time
is looking to plat and develop the hatched area that is 6.4 acres. He will build Lakeway with a subsequent phase. He was
somewhat reluctant to show the ultimate buildout because he wasn't sure how it really may develop (i.e.
hotels/retail/office/etc.) but I told him to show it so that we can see how much development is left to support the cost of
construction of Lakeway. We know access issues will be of concern and we will need to work with you guys as well as
TxDOT on those. We are currently looking at the ramp relocations to see where those may be located. Hope the drawing
helps. Let me know if you guys need anything else to make your review easier. I do have the Greens Prairie Road
widening plans that are adjacent to this property and the raised median goes the whole way from SH6 to Lakeway as the
first median opening.
