Street Parking Standards requirements for shopping centers in C-1.
Interpretation requested: It has already been determined that the properties platted as Block 1 lots 7, 8, 1AR-
1, 1AR-2 and 11 (Talbot's retail, Wings, Linen-N-Things retail and Home Depot) are considered one building
plot. This was determined in August 2004 when the sign permit application (#04-1748) was issued using the
frontage of both lots 7 & 8, as well as when the faces permitted on the sign included not only the businesses
in the Talbot's retail center but Home Depot and Linen-N-Things also. Since it has been previously
determined that these properties together constitute a building plot by definition, the question is do the
properties together also meet the definition of a shopping center? If not, please explain why not. If yes, please
explain why a different parking ratio is being required other than that stated for a shopping center in C-1 in
Section 7.2 Off-Street Parking Standards.
Reason/Explanation for Written Interpretation Request: The Wings N More restaurant property was
considered part of the building plot upon which sit Home Depot, Linen-N-Things and Talbot's at the time the
sign permit was issued in August 2004. This determination along with the fact the these properties together
meet the definition of a shopping center should mean that any additions to the Wings-N-More restaurant
should now be calculated at the shopping center ratio of 1:250 rather then the previous 1:65. This is not the
