SUBJECT: DOVE CROSSING PH.3& 4 (FP) - Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff review
comments detailing items that need to be addressed. If all comments have been addressed and the following
information submitted by Monday, September 18th, 10:00 a.m., your project will be placed on the next
available Planning and Zoning Commission meeting scheduled for, Thursday, October 5th , 7:00 p.m. in the
City Hall Council Chambers, 1101 Texas Avenue.
Two (2) 24"x36" copies of the revised final plat;
Fifteen (15) 11"x17" copies of the revised final plat;
Parkland Dedication in the amount of$39,476 must be submitted prior to the filing of the
final plat;
7 One (1) Mylar original of the revised final plat;and
One (1) copy of the digital file of the final plat on diskette or e-mail to sgriffm@cstx.gov and
awelsh@cstx.gov.
Upon receipt of the required documents for the Planning& Zoning meeting,your project will be considered
formally filed with the City of College Station. Please note that if all comments have not been addressed your
project will not be scheduled for a Planning& Zoning Commission meeting.Your project may be placed on a
future agenda once all the revisions have been made and the appropriate fees paid. Once your item has been
scheduled for the P&Z meeting, the agenda and staff report can be accessed at the following web site on
Monday the week of the P&Z meeting.

Planning
1. Please provide a note stating that all permanent detention facilities will be owned and
maintained by the Homeowner's Association,per our conversation today.
Response: This note was added to the final plat.
2. Response to sanitation still under review—I will relay any information from Sanitation as
soon as possible.
Engineering
1. Show design grades of street intersections in profiles. (Sta 0+00 to Sta 0+38 and Sta
3+51 to Sta 3+89 Sheet 2, and others)
Response: Profile revised on Sheet 2, 4, 5, 6
2. The water line is not shown to cross at Emerald Dove Avenue in the plan view of Dove
Hollow Lane as indicated in the profile. (Sheet 4)
Response: Water line has been added to plan view.
3. A valve is required at the end of temporary dead end lines within 70' for lines greater
than 8"in diameter. (W-1)
Response: A valve has been added. Also, one of the valves at the cross has been
moved to another leg.
4. Is there enough easement width for the water line on Lot 13? (W-1)
Response: The PUE changed to 10'in width per the plat.
5. Add flushing valve at storm water crossings. (W-10 and W-12)
Response: The flushing valves have been added.
6. Why does the structural backfill stop between Sta 13+00 and 14+35? (W-10)
Response: The section for structural backfill has been revised to include the entire line.
7. The velocities and depths for the proposed channels were calculated at what point in their
respective channels?
Response: The velocity and depth are measured at the outflow point of the storm pipe
and the beginning of the channel.
8. What is velocity of detention pond discharge?
Response: Pond 1 - V5 = 8.3 fps V100 = 9.6 fps
Pond 2 (12-Pipe) - V5 = 10.6 fps V100 = 12.1 fps
Pond 2 (42"Pipe) - V; = 7.4 fPs V100 = 8.6 fps
Additional rip-rap has been added at the detention pond outfalls as well as the .storm
sewer system to address potential erosion.

Response to Staff Review Comments No. 1 (dated 9/12/2006)
Planning
1. Metes and bounds do not close. Please contact Sven Griffin with any questions regarding
plat closure.
Response: This issue has been discussed with Sven and resolved.
2. The construction documents and reports are still under review and may affect the plat.
Response: Noted.
3. Add note to plat that Common Areas will be maintained by HOA. If detention ponds are
not to be dedicated as Common Areas then also note maintenance responsibility.
Response: There are no Common Areas in this phase. Maintenance of the detention
pond is addressed in Note 8.
Engineering
1. Please be aware that with a combined Development Permit for Phases 3 and 4, a single
letter of acceptance will be issued for both phases. (One phase will not be accepted
without the other.)
Response: This is noted and understood.
2. Oversize participation requires that construction cannot begin until the OP agreement has
been approved by City Council.
Response: Developments such as this one are extremely time sensitive. Any delays,
particularly long ones that are not in the control of the developer, can cause the entire
project to miss the marketing opportunity that the project is attempting to meet. This
obviously affects the economic viability of the development. Any significant delays to the
project schedule are unacceptable.
If the City staff can tell the developer with certainty when the OP request will be
presented to the Council, the developer can make a decision as to whether he wishes to
wait until the Council acts or proceed with the risk of losing funding from the City..
This same issue will come up on every project involving oversize participation by
the City. A policy should be developed that provides a timely response to oversize
participation requests. Otherwise, developers will become increasingly reluctant
to partner with the City on such projects.
3. As submitted,your OP request is greater than 30%.
Response: Section 9-A of the Subdivision Ordinance states the following:
"The City's participation mai' not exceed 30 percent of the total
contract price.
While it does not state clearly what is meant by total contract price, it is presumed to
mean either the total of the water system ($196,813) or the total of the entire development
($1,176,982). In either case, the total Oversize Participation request of $15,500 is well
below 30% of those figures.
The cost computation included with the OP request letter was developed using only those
six items that change as a result of the oversizing. All other values in the water system
remain the same, so it is not necessary to include them in the computation of oversize
costs.
4. Show existing easements with associated volume and page numbers.
Response: It is not clear which easements you are requesting information for. All
existing easements have the associated v/p info shown.
5. Off-site easements are required for utilities. Submit easement dedication sheet and
associated documents.
Response: There is a blanket easement in place for the undeveloped portion of the parent
tract. No specific easements are necessary until the site is developed.
Electrical Comments Requiring Immediate Attention
1. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights).
Response: Noted
2. The following easements will be required.
• A 15' PUE from back of Lots 21 &22 Block 2 to Dove Hollow Lane
• A 20' PUE from Alexandria Ave through Lots 1-13 Block 11 and continuing through
Lots 1-6 Block 13. Half of this 20' will encroach into the alley.
• A 15' PUE from back of Lots 2 & 3 Block 18.
• A 5' PUE in Lot 5 between Lots 5 &6 Block for street light.
• A 5' Pue in Lot 10 between Lots 10 & 11 Block 11 for street light.
• A 5' Pue in Lot 6 between Lots 5 ^ 6 Block 13 for street light.
Response: The above easements have been added to this plat.
Sanitation
1. Need to show a temporary turnaround at south end of Dove Hollow Lane.
Response: Dove Hollow Lane only extends 1 lot depth past the intersection with Emerald
Dove Avenue. Dove Crossing Lane in Phase 2 of this subdivision had the same
circumstance and it was constructed without a temporary turnaround. In the past, this
has been allowed in other subdivisions also, and the Developer requests to not build the
temporary turnaround.

No! They have a punch list plus they failed some test on the asphalt pavement and are having to repave some areas and
do an additional overlay on another area.
