SUBJECT: CULPEPPER PLAZA ADDITION(FP) - Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed.
Two (2) 24"x36"copies of the revised final plat;
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have not
been addressed your project will not be scheduled for a Planning & Zoning Commission meeting.
Your project may be placed on a future agenda once all the revisions have been made and the
appropriate fees paid. Once your item has been scheduled for the P&Z meeting, the agenda and staff
report can be accessed at the following web site on Monday the week of the P&Z meeting.

Re: Culpepper Plaza Addition (FP) Staff Review Comments
Dear Crissy,
Attached with this letter please find the following:
• Two (2) 24"x36" copies of the revised final plat
• One (1) 24"x36" copy of the existing conditions survey vs. replat
Below are the answers to the Staff Review Comments for the Culpepper Plaza
dated August 28, 2006.
Planning:
Comment: What is your intent for Lot 14? Rather than call it a lot, please label
Lot 14 as a Common Area to be maintained by a Property Owners
Association.
Answer: Kohl's has requested that this remain a Lot designation as opposed to
a Common Area. They understand the need to designate it for
parking only because of a lack of utilities. We have added that
wording on this plat to assure owners that Lot 14 is nonbuildable and
must be used for parking ONLY.
Comment: Please provide a copy of the cross-access and parking agreement for
the entire shopping center.
Answer: The cross access easement is currently under negotiation and legal
review. As soon as it is complete and signed a copy will be delivered
to the City of College Station. We understand that the final plat
cannot be filed for record until the City has an executed copy of this
agreement.
Comment: Please be aware that the proposed lot line between Lot 14 and the
drive-thru for Burger King and the lot line between Lot 4 and Souper
Salad will create a setback encroachment. This means that the
structures will need to be removed before the final plat is approved or
the lot line will need to be relocated, where appropriate. Please adjust
accordingly.

Answer: We understand that we are creating the lot line for Lot 14 and in
doing so created a setback encroachment for the existing Burger King
building. Because we will not be removing that building prior to the
recordation of the Final Plat we have relocated that interior lot line to
remove the encroachment.
As for the Souper Salad building, that structure is existing and we did
not alter the existing lot line, therefore we did not by virtue of this
replat create an encroachment. Any setback encroachment for the
Souper Salad building was a preexisting condition and neither created
or worsened with this replat.
Engineering:
Comment: The area on the plat labeled as Zone X should be labeled as Zone AE.
Please change Note 4 accordingly.
Answer: The zone designation has been corrected.
Comment: Please label the hatched area on the plat as Floodway. Please change
Note 3 accordingly.
Answer: The hatched area is now labeled as floodway.
Comment: Please removed notation of future easement abandonment. This re-
plat should only reflect existing conditions.
Answer: This notation has been removed.
Comment: Lot 14 does not have public water and sanitary sewer, please address.
Answer: Lot 14 as stated in the general plat notes is a nonbuildable lot. We
have added to this note to describe that Lot 14 is a designated lot for
Parking ONLY. Kohl's requires that they have a separate lot for their
building and another for their parking.
Electrical:
Comment: Developer provides temporary blanket easement for construction
purposes.
Answer: Acknowledged. This will be granted with the site plan documents.
Comment: Developer provides easements for electrical infrastructure as installed
for electric lines.
Answer: Acknowledged.
General Electric:
Comment: Developer installs conduit per city specs and design.
Answer: Acknowledged.
Comment: City will provide drawings for conduit installation.
Answer: Acknowledged. Thanks!
Comment: Developer provides 30' of rigid or IMC conduit for riser poles. City
installs riser.
Answer: Acknowledged.
Comment: Developer to intercept existing conduit at designated transformer,
developer to furnish and install conduit as shown on electrical layout.
Answer: Acknowledged.
Comment: Developer pours transformer pad(s) per city specs and design.
Answer: Acknowledged. May we have a digital copy of these details to
include in our construction plan set?
Comment: Developer installs pull boxes as per city specs and design. (pull boxes
provided by the city).
Answer: Acknowledged.
Comment: Developer provides digital AutoCAD 2000 or later version of play
and/or site plan email to sweido@cstx.gov.
Answer: The site plan has been previously emailed to Sam Weido.
Comment: Developer provides load data for project.
Answer: This information will be forthcoming with the site plan documents.
Sanitation:
Comment: Sanitation is ok with this project.
