Please submit a map that identifies the parent tract information with proposed developed area, parent tract, clarify parent tract acreage, and identify flood plains and streams as well as the greenways hike/bike trail system that will be dedicated at plat along the Gulf States easement (title Master Plan Parent Tract). Identify the parent tract boundary with a different bolded line than the proposed master plan boundary line for clarification. The entire parent tract is required to be shown as previously discussed in the 9/06/06 Facilitation meeting. Beginning and end point overlap. Metes and bounds should also be placed on Master Development Plan. Please clarify discrepancy between acres called out on mater plan verses mete and bounds. 06-181: Bird Pond Master Plan Based upon metes and bounds description for the 97.696 acre tract boundary does not close. Beginning and end point overlap. Rezoning should be tied to CoCS monument. Area to be rezoned needs to be more evident. Metes and bounds on zoning map do not appear to correspond to those on either the 97.696 or 94.373 acres metes and bounds description. Please clarify discrepancy between acres called out on mater plan verses mete and bounds. STAFF REVIEW COMMENTS NO. 2 Project: BIRD POND ESTATES (MP) - 06-00500180 (Comments per our Facilitation Meeting on 9/6/06) PLANNING 1. Please submit two maps; one that identifies the parent tract information with proposed developed area, parent tract, clarify parent tract acreage, identify flood plains and streams as well as the greenways hike/bike trail system that will be dedicated at plat along the gulf states easement (title Master Plan Parent Tract). The other map showing the phasing, proposed use with current,proposed zoning and proposed use. (title this map Master Plan) 2. Per staff review comment #4 of the first review dated August 24th "Please delineate the flood plains and streams on the master plan. Please be aware that flood plains and streams will need to remain A-O Agricultural Open. Please adjust according." 3. Please illustrate all Land Use - Floodplain and Streams on the master plan. The master plan submitted on September 5, 2006 only illustrates one area as floodplain and streams, however the Land Use plan illustrates 2 area of floodplain and streams to encroach this development. In general the same approximate area should be illustrated and should be aligned with the center- line of the stream. 4. Master Plans are required to go before the Parks Board prior to moving forward to the Planning and Zoning Commission. Currently Staff has tentatively scheduled the Bird Pond Master Plan to go on the Tuesday September 12, 2006 Parks Board meeting at 7:00 pm at the Exit Teen Center located at Southwood Athletic Park on Rock Prairie Road. Please contact Pete Vanecek with the Parks and Recreation Department at 764.3412 for information that needs to be provided at the September 12th Parks Board meeting. 5. (FYI) If the intent is to continue forward with the rezoning and the master plan at the same meeting the staff review comments will still need to be addressed and resubmitted for review. 6. (FYI) If you are continuing with the home stead site as phase four this will be treated as part of the development and will need to be preliminary platted showing infrastructure to and through this phase as well. Need to include entire parent tract, specifically the areas where a portion of a larger tract was brought into the development without legal subdivision. Please show proposed water main location. This is being required because this area is shown on the master utility plan. �. Please explain flood plain delineation. If the intent is for this to be flood plain by the engineer's /50".4‘ drainage report,please note. p. Please delineate the flood plains and streams on the master plan. Please be aware that flood plains and streams will need to remain A-O Agricultural Open. Please adjust accordingly.
