Project: POSADOS CAFE (SP)—06-00500173
PLANNING
1. Provide a general note that all roof and ground-mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right-of-way or
residential district within 150' of the subject lot, measured from a point five feet above grade.
Such screening shall be coordinated with the building architecture and scale to maintain a
unified appearance.
2. FYI — The subject property was recently platted. Please reflect the correct lot and block
information on the site plan sheet C2.
3. Please provide the zoning for the subject property and all abutting parcels on the site plan
sheet C2.
4. Please provide the gross square footage of the proposed building with the parking legend.
Please include this information on the site plan sheet C2.
5. Please be aware that the walk in freezer, cooler, storage building and seated patio area will
need to be included in the total square footage. Currently it does not appear to be included.
Please include and recalculate.
6. Please provide a note stating weather or not the subject property lies within the 100-year
flood plain referencing FEMA/FIRM map number.
7. Please identify the dumpster location. Dumpster enclosures are required to be a minimum of
12'x12', this includes inside measurement for bollards as well. If bollards are being proposed
the minimum separation is 12'x12'.
8. If the dumpster location is being proposed up next to the west side of the building, the turning
radius will not work for the sanitation trucks.
9. Please show the fire lanes on the site plan C2.
10. All of the proposed parking spaces are considered interior parking rows except for the
parking adjacent to Highway 6 Feeder Road. For every 15-interior parking spaces and end
island is required, which would require at least 7-interior islands.
11. Please provide a detail of the bike rack.
12. Please provide all proposed utility easements as well as existing on the site plan C2.
13. It appears that the proposed parking spaces located along the south property line adjacent to
the main drive isle are not located on the subject property. Please verify property lines on the
site plan.(did not appear to match the platted lot lines)
LANDSCAPING/STREETSCAPE/BUFFER
1. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the
parking lot setback, rights-of-way, and adjacent property disturbed during construction.
2. It is obvious that the proposed landscape plan is exceeding the required point calculations
and will no doubt look exceptional, however for clarification purposes; please identify a specie
name beside each of the 8 proposed plant symbols in the landscape point calculations
portion of the legend. At time of C.O. inspection staff will be looking for the minimum required
points. With the extraordinary amount of plantings being proposed the landscape plan is very
confusing to see what arrows are pointing to what symbol. (Please feel free to contact me for
clarification on this comment)
3. With the parking spaces only being 18-feet with a two foot overhang, it appears that there are
several plantings proposed in this two foot overhang which would not be permitted.
4. Dwarf species are not permitted as a required screening shrub. It appears that a lot of the
screening shrubs for the parking screening from the right-of-way are of a dwarf species.
Please choose a non-dwarf species. Please be aware that all screening shrubs are required
to be 3-feet in height at planting stage.
NOTE: Any changes made to the plans,that have not been requested by the City of College Station,must be explained in your next
transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not been pointed out to the

5. Please note on the landscape plan that an irrigation plan is required to be reviewed and
approved by the city and installed prior to Certificate of Occupancy.
(NRA) NON-RESIDENTIAL ARCHITECTURAL STANDARDS -ELEVATION
REVIEW
1. Section 7.9.B. Non-Residential Architectural Standards Table allows for 15% of accent colors
for each facade (accent colors do not have to meet the City of College Station color pallet). It
appears that the colors that are being proposed are exceeding t he 15% and the only
color that does meet the approved City of College Station color pallet is -P-1 0 SW-6672-
Morning Sun. Please apply the percentages of each color for each facade so that it can be
determined weather or not the proposed color elevations are meeting the requirements of this
section.
2. Section 7.9.6.2. Building Mass and Design requires two different architectural design
elements for every 45-feet of a facade that faces a right-of-way. Sections with less than 45-
feet are required to have two different design elements as well. It is unclear which facade will
be facing the right-of-way. It is also unclear as to how the design elements are being met.
Please identify the different design elements on each facade.
3. Section 7.9.G. Variances - Design review Board, 2.a.Alternate colors or materials on each
facade if the applicant shows that:
a. The is a franchised and/or chain restaurant to be developed as a single detached building
(not integrated into a multi-tenant building); and
b. The proposed colors/materials are part of its corporate branding; and
c. The applicant provides all of the alternative color/materials schemes that or franchise has
used.

MISCELLANEOUS
1. Irrigation system must be protected by a Pressure Vacuum Breaker or a Reduced Pressure
Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City
Ordinance 2394.
2. All Back Flow devices must be installed and tested upon installation as per City Ordinance
2394.
ENGINEERING COMMENTS NO. 1
1. Are proposed driveways aligned with existing? Show locations of existing driveways
across drive aisle.
2. Show all existing and proposed easements on Site Plan. Indicate volume and page
of existing easements.
3. It appears that a portion of your building is located within an existing 30' Utility
Easement. No structures are allowed in utility easements.
4. Show location of FDC. It must be located within150 feet of a fire hydrant.
5. Private service lines are allowed to cross a PUE but not run in them. Locate private
service outside boundary of PUE.
6. You are extending a public water main through your property. Provide your domestic
service off this new line instead of running it along side the new main.
7. Size on size taps are not allowed. You will need to cut in a 6" tee and provide an
additional 6" gate valve on the existing main for a total of two valves.
8. The water main extension shall end in a 2" blow off, not a plug.
9. Sewer main extension shall end in a cleanout.
10. For 2-inch and smaller, your contractor will not install the taps for private water
services. You request the tap and the City does all taps less than 2".
NOTE: Any changes made to the plans,that have not been requested by the City of College Station,must be explained in your next
transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not been pointed out to the

11. Add note to plans that all construction will be in compliance with BCS Unified Design
Guidelines, Specifications and Details.
12. Per recent ordinance, the fire suppression lines are now private and do not require a
PUE nor plan and profile. However, the design, construction and installation of the
fire suppression line shall be in compliance with all applicable City Codes and the
BCS Unified Design Guidelines, Specifications and Details (to public standards).
13. On the fire suppression line, an isolation valve is required just inside the PUE. Also
note on the plans that fire suppression lines shall have a lockable lid on the isolation
valve. The lockable lid shall, at a minimum supply protection as the AMP or USA,
LL562 Locking Lid. Alternate lockable lids shall be approved by College Station
Utilities Director or his designee.
14. Show conflict with sanitary sewer on water profile and how design is meeting TCEQ
requirements.
15. Station all fittings, valves, services, and conflicts.
16. Avoid placing water line valves and fittings under paved areas where possible.
17. Show limits of required structural backfill on water and sewer mains.
18. Please emphasize (bold)the water line on its plan view instead of the sewer main.
19. Re-title Sheet C9 to Erosion Control Plan.
20. Add BCS Unified Details to plan set.
21. Provide discharge velocities at outfalls, and provide appropriate velocity dissipation.
22. Are you discharging to a defined channel? Show pathway.
23. Your fire flow report shows that you only need one fire hydrant which is existing.
(You do not need to account for fire sprinkler demand in your report). Be aware that
Lot 14 may have to sprinkle their building if more than one additional fire hydrant is
required for its development.

2. Developer provides easements for electric infrastructure as installed for electric lines
GENERAL ELECTRICAL COMMENTS
1. Developer installs all conduit per city specs and design.
2. City will provide drawings for conduit installation.
3. Developer provides 90'of galvanized rigid or IMC conduit for riser poles. City installs riser.
4. Developer pours transformer pad(s) per city specs and design.
