Date: September 6, 2006 To: City of College Station Planning and Develo.', ent Lindsary Boyer / From: Jeremy Peters ir Re: Crescent Pointe Common Areas 'G' & `I' Planning Exception to Streetscaping requirement The combined area of Common Areas 'G' & `I' front both Crescent Pointe Parkway and SH 30. Based on the UDO, streetscaping is required in both instances. Due to the fact that the proposed conditions involve creating a detention facility in an existing channel, meeting the streetscaping requirements will be extremely difficult. The Crescent Pointe Parkway frontage is 76' and requires three canopy tress and 456 additional points. A drainage channel currently exists at this location and is proposed to be reshaped. The channel accounts for approximately 35' of the frontage. The SH 30 frontage is 142' and requires six canopy trees and 852 additional points. Again, there is an existing channel that will be regraded under proposed conditions. Utilizing the available space, the following is proposed for streetscaping: 1) two canopy trees at Crescent Pointe Parkway and 2) six canopy trees and 32 shrubs totaling 320 additional points at SH 30. Areas 'G' & `I' Response to City Comments 1 Landscaping/Streetscaping 1. Acknowledged - Landscaping Plan provided 2. Clarification - General Notes 3 & 4 of the Site Plan and Description of Controls on the SWP3 address groundcover 3. Clarification - Irrigation system to be designed and installed by others 4. See above Engineering 1. Acknowledged - Easement-by-separate-instrument will be provided 2. Clarification- The pond volumes on page 1.01 and the outlet works on pages 3.02-3.03 of Appendix 7b match the information shown on C3.1. 3. Clarification - The pre and post area for DA-1A varies. The allowable post developed area draining to the detention pond produces an equivalent amount of runoff as the pre developed area. The remaining area of DA-1A will be attenuated for in the future Common Area `D'. 4. Clarification - The project area of 15.1 acres reflects the area which the proposed drainage facility will provide detention for. There are off-site areas that contribute to the drainage basin, therefore the drainage area is 22.23 acres. 5. Clarification - As discussed in#3, the size of DA-1A-Post is less than DA-1A-Pre in order to provide an equivalent runoff under developed conditions. Also, DA-1B-Post is slightly bigger than DA-1B-Pre which accounts for the remaining differences in areas. pg1of2 6. Clarification - Storm sewer velocities are provided in the table on page 7 of the Drainage report under the "Storm Sewer Facilities Design" section. The velocity in the outlet works is shown in table 9 on page 10 of the Drainage Report. 7. Clarification - DA-1B outlet works will not have wingwalls. We would prefer not to show a profile view of the outlet works. 8. Revision - Riprap added to the DA-1B outlet works 9. Clarification - Each lot will be required to provide storm sewer and drainage facilities to drain to the detention pond.
