Jim Survant is on vacation this week so I will respond to your message
below. As part of the Texas Ave road widening project, Verizon was
requested to relocate copper and fiber facilities from our Post Oak
central office that services areas along the road construction route as
well as Southwood Valley and 2818 area.
Due to the size of the cables involved and costs associated with a like for
like replacement of these cables, Verizon elected to run fiber to the
Southwood location and place electronics cabinets in order to provision
dial tone and DSL service to our existing customers at a more reasonable
cost. A 25'x 25' plot of land was acquired on the Church property to
place these cabinets. The two cabinets in the back are remote switches that
can be provisioned to serve 2,016 lines each. The smaller cabinet on the
concrete pad directly in front of these two provide the electronics for DSL
service. The larger box that parallels the roadway is the main distribution
box in which jumpers are cross connected from the office equipment to the
distribution cables going out to the neighboring areas.
This site was selected due the close proximity of existing fiber and
copper underground cables in which we could tie our new cables into in
order to facilitate the cutover of service from our Post Oak central office
to the new remote cabinets. Verizon was limited in our quest to find a more
suitable site to place these cabinets. Many other sites were looked at and
preferred, however, property owners wanted an unreasonable sum for an
easement or they simply were not interested. Construction deadlines by
TXDOT to remove our facilities along Texas Ave also hampered us on locating
a more preferred site.
The smaller green cabinet pictured has been removed from this site. Your
picture was taken prior to completion of the work for this project. We are
currently providing service to approximately 3000 customers in the
Southwood Valley/2818 area from these cabinets.
I hope this gives you a better understanding on the use of these cabinets
and why this site was selected. Please let Jim or I know if you have any

Mr. Survant,
At a recent meeting of our Design Review Board an inquiry was made by a
board member regarding construction of numerous , large cabinets by
Verizon. Many of these are quite obvious in the landscape. Could you
provide us with some information about the purpose of these facilities, and
perhaps we might be able to discuss how their location is determined and
softening their impact, if possible.

Since someone will be calling him back and I will be leaving around 3:30 for the awards banquet let me try to
explain what is going on.
We had a PAC meeting with the Corner Bar a couple of months ago to talk about expanding their bar. We also
talked about having to go before the DRB for some Northgate waivers. They submitted a site plan and their
waiver application. We reviewed the site plan and processed the DRB application for today's meeting.
They are requesting a waiver to the NG sidewalk improvement standards and to the historical architecture and
character of a historic building. Their proposal was to enclose a stairwell off of College Main for their
expansion. They were proposing to build it flush with the building, which means they wouldn't be providing the
full 10' required sidewalk and would be altering the character of the existing Sparks building facade by not
preserving it. We recommended denial. The board tabled the item because they wanted to see better brick
samples and possibly a better design of the building that is sensitve to historic buildings. I didn't anticipate the
board taking issue with materials, architectural features, etc with the structure as a whole because we were
mainly concerned with preserving the facade by pushing the structure back. (I'm just now realizing this....) But
the DRB wants to review it architecturally now, so we will provide them with that information.
I suggested that Andrew bring back a variety of structure placements (since the board indicated they will
approve the sidewalk waiver) with options and alternatives, building elevations with the roof railing to show
what it would look like from the street as well as different brick samples. He wasn't sure if he was going to
submit for the next DRB meeting on Aug. 11 or wait until the Aug. 25th meeting. I told him he would need to
submit by next Tuesday at the absolute latest for the Aug. 11 meeting.
I hope SOME of this makes sense!! If not, please call me... I was planning on sending Andrew an email Monday
morning summarizing some of this and how it will affect his site plan review. The folder is on my desk if you
would like to look through it. Thanks and have a great weekend!

Lance, Mr. Hawkins called and asked to meet with me today regarding the process for moving forward with his
DRB project. I explained to him that I was in interviews all day and would not be able to meet with him, but
that I would try to have someone call him back. Crissy, I'm copying you on this so that you know he called. He
said you were helpful but he's still not clear on the process.
