HomeMy WebLinkAboutStaff Report DESIGN REVIEW BOARD STAFF REPORT Project Manager: Crissy Hartl Report Date: July 20, 2006 Email: chartl@cstx.gov Meeting Date: July 28, 2006 For CORNER BAR (APPEAL) (06-00500151) Zoning District: NG-1 Commercial Northgate Location: 401 University Drive Applicant: Andrew Hawkins, Agent for the Property Owner Item Summary: The applicant is requesting waivers to the sidewalk improvement standards and the building standards to preserve the historical appearance and architectural character of historic properties in order to enclose an outdoor stairwell of the Sparks Building that would be built flush with the existing Sparks Building facade. Item Background: The applicant is proposing to enclose an outdoor stairwell of the Sparks Building off of College Main with a 9.5-foot wide structure that would be built flush with the Sparks Building façade. This new structure will be built in preparation to expand the Corner Bar to include the second floor and the use of the roof for their activities. According to Section 5.6.B.8 Sidewalk Standards, all proposed development, redevelopment, rehabilitation and façade projects in Northgate shall also include upgrading sidewalks to meet the current standards. Sidewalks along College Main are required to have 10-foot sidewalks and they must be constructed of colored brick pavers as approved in the College Station Design Standards: Northgate. According to the Northgate Historic Resources Survey, 401 University Drive is considered a property of high preservation priority. Staff Recommendation: In constructing the new structure, there is an opportunity to provide the required 10-foot sidewalk by recessing the proposed structure back 2-feet from the existing Sparks Building facade. Additionally, recessing the structure will preserve the historical architecture and character of the Sparks Building original façade. It is staffs belief that the applicant will be altering the proportion and historical character of the historic property and a waiver must be provided to proceed with the proposed project; therefore, staff is recommending denial to both of the requested waivers.
