I will start off by saying that my wife and I have resided in this community
for 32 years. We live at 1807 Leona Drive, an area near the high school
property and directly adjacent to the area proposed for re-zoning.
For the most part, I have been proud of my community in that it has zoning
in contrast to other areas in Texas and is committed to planning process
and working with and listening to others in the neighborhood.
I will not be able to attend either of the scheduled public hearings on this
topic but want to let you know that I am categorically opposed to any
re-zoning that is not in harmony with the adjacent neighborhood. Harmony is
the key word here. When people made their decisions to live in this
neighborhood, they had a certainty that they were buying into. Anything
which erodes this certainty or is not harmonmious with the rest of the
neighborhood, whether it be a super WALMART or whatever, should not be
tolerated. In my view, this property should not be used for any other
purposes than residential single-family homes (unless it can continue to be
a church).
So please remember that when people bought into College Station they did so
with the understanding that others sitting on P and Z boards would not make
decisions that run counter to their decisions to live in this particular
community. And that whatever is eventually allowed on this property should
be in harmony with the single-dwelling homes in the neighborhood
While we are talking about harmony here, I would like to encourage the city
of College Station to enforce the laws on the books regarding the conversion
of private homes into boarding houses with 4-6 cars parked out front
blocking fire trucks in emergencies and school busses in the morning. This
phenonomen involved mainly TAMU students looking to cut housing costs.
Students' parents buy homes for their students and they rent out the
bedrooms to other students to pay for the property investment. I have no
problems with students purchasing single family dwellings but expect a
single family to live there and not have it operated as a boarding house. In
my view, this is the single biggest threat to our neighborhood (except for
the proposed zoning change mentioned earlier in this note!) and our property
values.
Somewhere in my travels I read that College Station has one of the lowest
rates of appreciation on our homes nationwide. Perhaps this is because of
poor decisions made by public servants made more with an eye for business
investment than any attention to quality of life concerns and certainty with

regard to planning and harmony.
Thank you. As I have seen in previous P and Z decisionmaking in my time
here, I hope you will ask the P and Z Commission to direct the A%M Church of
Christ people to work out something with representatives from our

live in the immediate area.

This is to state that we oppose the rezoning of the 8.233 acres owned by the A&M
Church of Christ located at the corner of Harvey Mitchell Parkway and Nueces.
We have lived here three doors from the churches parking lot at the corner of Guadalupe
Dr and Nuces for thirty some years. The property in question was originally zoned R-1
Single family dwelling. We did not object to the churches request for a zoning variance
allowing it to operate a place of worship there. Since that time it appears they have and
are in the process of breaking the zoning variance agreement by operating activities other
than worship.
We believe the changing of the zoning from R-1 to A-P would have a detrimental effect
on our neighborhood,which we have worked all these years to maintain.
We are sorry the church now apparently finds itself in need to dispose of the property and
they cannot do so under the R-1 restrictions and at a price suitable to them. Hiding
behind the catch-all phrase of Christian outreach, they now hope to turn the property into
a positive cash flow condition by renting to various outreach programs.

feel that rezoning this property would be detrimental to the neighborhood of families living nearby. I do
not know of any problems there have been with having the Church at this corner. I am not opposed to a
neighborhood Church. I am however; opposed to and other use of this property for any other purpose
than a like residential single family dwelling.
It has come to my attention that the Church thinks our community needs a facility to care for substance
abusers, indigents, and homeless, among others. This may be true, but I don't think that a neighborhood
would be the best choice for such a facility. I really have a problem with the facility being located directly
across from our high school. My thoughts would be with the kids walking to and from school everyday
and their safety. I would also be worried for our athlethes and band members who use the outdoor
facilities. I believe that this would put our children in jeporday each and every day. Not to mention how
it would look to visitors to our community, so close to our school.
In closing, I am opposed to any facility that would put our children in a possible dangerous and/or scary
situation. Please keep the integrity of our neighborhoods intact by keeping it a family community in
which we are proud to live.

I am writing you to voice my concerns over the proposed rezoning of the
church property at Nueces and Harvey Mitchell Parkway. One of the
reasons I built my home in this area in 1972 was because it was
residential--there were no commercial properties intruding in the
neighborhood. I did have some reservations about the traffic which
would be generated by the High School, but aside from an occasional
student speeding down my street, that has not proven to be a major
problem. I knew when I settled here where the multi-family units would
be located and where the property zoned for commercial uses were
located. I built here with the expectation that, unlike the City of
Bryan, I could expect the zoning ordinances to protect the neighborhood
character of this area.
I recognize that the property has limited value if it is to remain
dedicated to use as a church and that its sale value would increase
considerably if it were to be rezoned to Administrative-Professional
property, but then my two lots would also be worth more if we developed
them into a bar or some other non-compatible use. I knew that when I
purchased the lots and built my home I would only be able to resell it
as a single-family residence. The church also bought into the same
zoning process.
I suspect that the suggestion that the property will be used as a
facility for the treatment of substances abusers, etc. is a scare tactic
to arouse opposition based on a worst-case scenario. However, because
of the site's proximity to both a residential neighborhood and to the
local high school, I would object to any development which might
adversely impact either or pose any dangers to the youth in this area.
In summary, I am presently opposed to the rezoning request.

As a parent of two teenage daughters attending Consolidated High School I am deeply concerned with
the proposed rezoning of the former Church of Christ land and facility across from the high school.
I do not believe it would be prudent for the City to rezone this parcel to allow the Church of Christ to
provide a facility that might provide "charitable assistant to indigents, substance abuse programming, a
food pantry, clothes closet, 12 step programming, and services for single parents" in such close proximity
to CHILDREN who may be at risk to members of the community who may use the services offered.
I cannot believe that any members of the Zoning Commission or the City Council would want their
children being potentially exposed to these individuals.
As responsible members of the commmunity, I would expect my elected members and paid city
employees to represent the community and place facilities such as this in a location that could not
potentially influence our children.

It has just come to our attention that there is a rezoning
proposal from R-1 Single Family Residential to A-P Adminis-
trative-Professional for A&M Church of Christ property at
Harvey Mitchell Parkway and Nueces . We are greatly concerned
about this proposed property change in our neighborhood for
several reasons .
First, we are overwhelmingly opposed to the location of a
"facility to care for substance abusers , indigents , and home-
less" . It would be located across the street from A&M Con-
solidated High School and under a mile from South Knoll Elem-
entary School ( intersection of Langford and Southwest Parkway) .
Isn ' t this much like raising foxes and geese in the same pen?
Not all substance abusers are rehabilitatable and all of our
children are vunerable to such people.
Second, we are greatly concerned regarding increased traffic
on our streets at all hours from this area . The 1800 block
of Langford is already at dangerous levels when parents and
teenagers enter/exit from our neighborhood schools particularly
early morning, noon, and late afternoon hours . This danger is
enhanced by the numerous trucks and vehicles parked on the street
in front of rental houses . ( About half of the houses on our
1800 block of Langford are rented to 3 or more single, un-
related adults which is already in violation of our R-1 Single
Family Zoning Ordinance. )
Finally, we are quite concerned that we were never notified
by letter from your committee about this rezoning proposal
even though we live less than a half-mile from this property.
(We were notified by a neighbor on Guadalupe by flyer with
the date of July 11 , 2006 and a July 13 deadline requirement . )
This allowed our neighborhood only 2 days to submit concerns !
We are disappointed by this extremely short time frame given us
by your committee. And we are deeply concerned about the brevity
of consideration when the wrong decision could cause declining
property values and deteriorate even further the character cif
this fine older College Station neighborhood .
We hope your committee will represent us wisely and completely
reject this rezoning proposal . Thank you.

I received a notice of a zoning change for the property owned by the A&M Church of
Christ. This property of 8+ acres is located on the corner of Harvey Mitchell Parkway
and Nueces. The rezoning of this property is of an extreme concern to me.
I have resided at the Guadalupe address since February of 1973. The church was
constructed later. After the church relocated and for the ensuing years there was a good
neighbor relationship. However, I fear the proposed zoning change will provide an
undesirable negative impact on a good, well established neighborhood. While I am
overwhelming opposed to the proposed change, I am not opposed to the existing use.
This use being a neighborhood church and single family development compatible with
the established area in the existing R-1 zoning.
The proposed use as a facility to care for such things as substance abuse, the indigent and
the homeless is quite incompatible with the existing neighborhood. This will eventually
make our good neighborhood undesirable and incompatible for potential new residents
and current ones. From a planning view it would seem these functions and activities
would be better located in the proximity a health facility. These facts are quite evident
before adding the 3000 high school students across the street.
In addition, the proposed change will overtax the vehicular capacity of Guadalupe Dr.
This traffic increase, added to the existing high school traffic will compound the
problems of a very narrow residential street. This traffic is and has been a concern of
myself and several long time neighbors.
I appreciate the opportunity to voice my concerns over this proposed zoning change.

In response to the request for Rezoning for property located at 1901 Harvey
Mitchell Parkway requested by A&M Church of Christ, I strongly reject it
and hope you will consider the following reasons for this rejection.
I have lived at 1003 Guadalupe since 1971 and it has grown into a nice
middle class neighborhood. The neighbors living on Guadalupe and nearby
streets have always taken pride in maintaining our neighborhood and
property.
This property was zoned as R-1 Single Family Residential according to our
Deed of Sale. The A&M Church of Christ was granted permission to build
their church even though the property was zoned R-1. We have been good
neighbors and tolerated the heavy traffic from the church since it was
established. We also tolerate the heavy traffic from A&M Consolidated
High School located directly across the street.
Guadalupe is not a street that can handle high volume traffic; students use
the street (due to a lack of sidewalks) for running practice and to walk to and
from school. Making matters worse, the school has a shortage of parking for
students, and as a result the students park on the street in front of our homes.
This already dangerous situation will worsen if this zoning is passed.
Rezoning this property to A-P zoning code allows for a professional building
to be built. This will add to the traffic and lower the value of our homes on
Guadalupe and surrounding areas. The current proposal to use the building
as a Community Service Center encompasses various services, including
those who meet in the evenings. There is also the potential for these services
to attract undesirable persons to our neighborhood. This could lead to our
homes to be burglarized causing our property value to lower and the ruining
of our neighborhood.
The A&M Church of Christ is currently renting their building to three
organizations (Aggieland Pregnancy Outreach, Faith Life Church & Project
Unity) that do not fall under the R-1 zoning code. The Church did this
without prior notification to our neighborhood. We understand that a church
does not fall under this code either, but, as stated earlier, the A&M Church
of Christ was given permission by our neighborhood to build there; these
organizations were not, nor did the church seek permission to rent to these
organizations. I do not object to another place of worship being there or
built in this location; however it would need to seek permission from the
neighborhood, as did the A&M Church of Christ.
I hope you take this into consideration before granting the A&M Church of
Christ's request for rezoning their property.

We are overwhelming opposed to the rezoning proposal from R-1 to A-P for the A&M

When we purchased our home, the church was located there and we do not object to a
church being on the property. However, changing the property to Administrative-
Professional will alter the family oriented atmosphere of the neighborhood. The City of
College Station supports the neighborhood philosophy; however, a change as the one
proposed would negatively affect our homes and lifestyle. We oppose any other use of

We are writing to voice our opposition, for the record, to the rezoning of A&M Church of Christ located on
1901 Harvey Mitchell Parkway.
As you know, the property is located adjacent to our own residential neighborhood on Guadalupe Drive.
The proposed rezoning would change the use of the building from R-1 residential to A-P professional.
We have several concerns as to the impact that a rezoning would have on the entire area--not just the
residences but the high school as well. We would like the Planning and Zoning Commission as well as the
City Council to seriously consider our concerns, as they are not minor ones.
1) According to the application of A&M Church of Christ, the rezoning would permit them to use the
building for purposes other than worship. They specify health and human services, training classes, and
12-step programming as some of the proposed uses. They also specify the need for a facility that would
support large groups.
-- While such services are laudable, there is not a need for more such facilities in College Station, and
particularly not directly across from a high school and directly in the middle of a residential neighborhood.
-- IFthere needed to be the addition of another facility to offer rehabilitation programs for substance and
alcohol abusers, among others, it does not seem wise to situate it in this neighborhood, and next to the
high school.
-- In addition, there is already a facility for large groups here: the high school.
2)The neighborhood is already an extraordinarily high-traffic area due to the high school, and another
facility allowing large-scale group gatherings would render the traffic here extremely dangerous,
particularly because there are no sidewalks. There is a serious traffic-safety issue to consider if the
church were allowed to operate outside of its exisiting conditions of use.
3) Related to 2: it is a major concern to us that the rezoning would open the door for the property to be
used for completely different purposes at some point down the road. We need to think not only about
the short term use of the building, but the long-term impact of rezoning it for commercial use.
According to the Unified Development Ordinance Use Table, examples of services allowed to operate in A-
P zones include: animal and day care facilities, dry cleaners and laundry, offices, and radio/tv stations.
The reality is that the future of the building is unknown to all of us, but a rezoning would open it up for
the potential to become a business as listed above. Such a business would drop the property values, and
by association the taxes paid, in this neighborhood.
It would also be a residential nightmare, particularly for our lovely neighbors who live directly across from
the property. At the moment they already suffer from the overflow of high school students parking in
front of their houses during the school year. If they had to further contend with business traffic day in
and out, and perhaps even on weekends, the quality of life in this neighborhood would be seriously
compromised--that of the houses directly across from the property in particular.
It seems unwise, both in terms of neighborhood development and maintenance but also fiscally, to risk
compromising the quality of this neighborhood and the value of the homes for the reasons outlined in the
Church of Christ's application. It also seems unwise in terms of long-term planning strategies to allow for
the possibility that an area directly across from one of the state's best public high schools to become a
high-traffic commercial area.
There are few such neighborhoods as our still left--ones that are still close enough to campus that we can
bike or walk, but also established enough that it is populated with caring neighbors who have families,
who are year-round residents, and who have been in the same home for decades. We are new to College
Station, and we immediately were attracted to this neighborhood for those reasons. We look forward to
living here for a long time and raising a family here, but if the city allows such a rezoning to take place

from residential to a-p, it would risk compromising a lovely neighborhood such as this one for the sake of

Church members have informed me that the congregation is highly
supportive of continuing to use the building for pregnancy counseling
and the many important services offered by Project Unity, as well as
providing space for a small congregation to hold services. We are
supportive of these continued uses of the property, and question the
need for a zoning change. Is A-P zoning necessary for these uses?
If the property does change ownership in the future, A-P zoning would
give a buyer the option of developing a variety of commercial ventures
and other uses which are not compatible with a neighborhood and high
school area. We already have fairly heavy high school traffic and
parking along the streets. Further congestion would increase the danger
to the many pedestrians along Guadalupe Drive (no sidewalks,
unfortunately). A commercial center on our street could negatively
impact both our property values and the feel of the neighborhood, and
might be severe enough to prompt us to move.
Please convey our request to deny the zoning change to the Planning and
Zoning Commission, as well as the City Council.

We are writing to voice our family's concern in regard to the rezoning of the A&M
Church of Christ property located on the corner of Harvey Mitchell Parkway and Nueces.
The security of our family home and the integrity of our neighborhood are in
jeopardy if the property is rezoned to A-P Administrative-Professional. Our home is
located directly across Guadalupe Street from the church property. In the past the
property blended with the integrity of the neighborhood for the most part. The
neighborhood children were able to play in the parking lot when church was not in
session. There is plenty of room to roller blade, bicycle, and play basketball with the
hoops provided without playing in the street. All three of our children (and countless
others) have learned to drive in the safety of the church parking lot. For the most part
living across the street from the church has been a good experience. Even the traffic
issues on Wednesdays and Sundays were tolerable because it was for those two times a
week and the neighborhood accepted that traffic increase because it was limited to those
windows of time.
However, several years ago, the church had a limited food pantry that provided food to
needy individuals. During that time period we had three occasions where different
individuals knocked on our door asking for money. One man explained that the church
was closed and he needed money. When the church shut down their food pantry
program, we had no more visitors at the door requesting cash. After reading about the
church's plans for their ministries on the property including substance abuse
programs, food pantry programs, and indigent care,we adamantly oppose this
proposal. That type of facility does not belong in a neighborhood or next to our
high school. It will severely decrease the feeling of security in our homes and decrease
the value of our property.
We have concerns about how a facility like this would affect the security of our high
school students and staff. Many of the students are on campus late in the evening for
numerous after school events, and then the students wait outside the building for rides
well past 5:00. In addition students walk across the street and through the church's
parking lot on their way to a vehicle or to walk home. Teachers and staff work late after
school in the building with the doors unlocked. I contend that this type of facility will
increase the incidence of the unwelcome panhandling in our homes and at the high
school.
The church's board elected to build and move to their new church without first securing a
buyer for the old property. We feel this rezoning is more a product of unfortunate
decision-making on their part and a reaction to the property not selling in a timely
manner, and now they would like to have a broader market for the property. Any
disadvantage caused to the church by the lack of a market for their property as zoned
should not now be transposed to the surrounding neighborhood.
In the rezoning proposal the church requests an opportunity to expand some of their
ministries at the old church property. We applaud the church's consideration in taking
steps to help the surrounding community. However, we contend that these ministries
may be expanded at their new church site which is not a part of a neighborhood. We
would assume (after living across the street from the church for over 15 years)that there
are many hours that the new church's facilities are empty and could be a meeting place
for their expanded ministries. In addition there are many new and old shopping strips in
town with empty spaces to rent. The "health care for all" facility could easily find an
available place that is centrally located and not a part of a neighborhood. We contend that
such facilities are already in existence and do not need to be located in a neighborhood.
Thank you for considering our request not to rezone the A&M Church of Christ property
located on the corner of Harvey Mitchell Parkway and Nueces. It should remain zoned as
Family Residential as it is in the middle of a single family residential area and across the
street from the high school.

not heard from more residents, it is because they are not aware of the proposal. We only heard about it

I personally urge you NOT to approve rezoning this acreage from

I bought my lot on Hondo Drive and built my home in 1972 there
because it was a nice location, near schools and at that time
no apartments. It was sad enough to see apartments sneaked
in when we were told the area across from Hondo was single family
property only.
How will such a facility affect the students and their activities
at the high school? Think about it.
An now that several residences on our street are occupied by
students with many cars, parties and for the most part poor
upkeep of property, we are already threatened by a
not-so-desirable situation for a family-oriented neighborhood.
The corner of Hondo and Southwest Parkway is not always a safe
route with cars parked on both sides of the street, and I hear
that more students will be moving in on Hondo at this corner.
With the addition of the type of facility proposed, there will
be more traffic and perhaps tenants which fall short of a family
type neighborhood.
Please ask the group requesting rezoning to pick a location
totally away from a residential neighborhood. We don' t want
it in ours. Would you?

We recently received a letter from the City of College Station stating that the
A&M Church of Christ, owners of the property located on Guadalupe Drive and Nueces
Street, are requesting that the zoning for their property be changed from R-1 Single-
Family Residential to A-P Administrative Professional. We understand that at the
present time the property is zoned R-1 with a conditional use permit for a place of
worship. Since we will be out of the country on July 20 when the request is presented to
the Planning and Zoning Committee,we are submitting this letter to express some of our
concerns about changing the zoning to Administrative Professional.
1. How the property will be used
The rezoning application envisions offering services such as parenting education,
12 step programming,(A.A.), food pantry, clothes closet, computer training, reading
classes, language classes, classes dealing with caring for elderly adults, etc. It is our
understanding that the First Baptist Church which is located on Welch and Harvey
Mitchell Parkway, operates a food and clothing closet. We have also heard that Peace
Lutheran on Rio Grande may be offering the same services. It would appear that most of
these activities could be conducted at their new location as is currently being done by
many churches. To the best of our knowledge there has been no study conducted to
indicate that there is a need for these services to be conducted in this area of town. These
programs will bring many additional people and automobiles into an already crowded
area.
2. Traffic along Guadalupe Drive
Many of the students attending A& M Consolidated High School use Langford
and Guadalupe as their route to school. They also park on the upper part of Guadalupe
nearest the school. During the time that students are arriving at and leaving school,
traffic is extremely heavy and fast. With more cars,bikes and pedestrians in this area,
traffic will become even more dangerous.
3. Safety in the neighborhood
We now have a quiet neighborhood with a mix of older residents and young
families with children. Many children who live in this area of College Station walk to
and from the high school along Guadalupe, which I might add has no sidewalk on either
side of the street. We want to keep our neighborhood as safe as possible and are
concerned about any changing in the zoning which will encourage additional traffic to the
area.
4. Future use of the Church of Christ property
Once the property has been rezoned as Administrative Professional,there will be
nothing to prevent the Church from selling it to anyone who wants to operate a business
or construct any type of structure on any part of the property. When the property was
first advertised for sale,the sign indicated that the property was suitable for business and
office space. We checked with the City Offices and found that the Church was operating
under a conditional use permit as a place of worship and that it could not be used for
business. Soon after our inquiry,the reference to buiness use was removed. After not
being able to sell the property to another church, it a;pears they have decided to attempt a
zoning change which will result in their being able to use the property for church service
ministries and when the price is right or they decide there is no need for the services they
are planning,they will sell the property for business purposes. We do not question the
sincerity of the Church in their desire to provide the above mentioned services, but it does
appear that when they were not able to sell the property,they decided to ask for a change
in the zoning as a means of opening another avenue for them when they find a buyer in
the future.
We have lived in our current home since January Of 1972 and have seen families come
and go but it has ALWAYS been a family oriented residential area. With the exception
of the Church of Christ property,the area bounded by Guadalupe,Nueces, Southwest
Parkway and Langford is all residential housing and was so designated in the original
plat. Since moving to this area, we have witnessed the growth of the high school and
Church of Christ and have adjusted to the added traffic and congestion that it has brought
and certainly do not want to see additional increases. The deed restrictions state very
clearly that this area was developed for residential pirposes and we decided to buy in this
area because we felt it would always be residential. We are not in favor of any zoning
changes which will further detract from the quality of our neighborhood and ask that you
give careful consideration to this request and realizethe damaging effects that any change
from R-1 would have on this well established residential community.

On Wednesday, July 5, 2006, we received a letter from the City of College Station
informing us that the A&M Church of Christ has requested that the 8.233 acres bordered by
Harvey Mitchell Parkway,Neueces, and Guadalupe Drive be re-zoned from R-1 Residential
to A-P Administrative Professional.
We have lived at 1014 Guadalupe Drive since 1983. Though our home is in close
proximity to both a church and a high school, we have always felt that our neighborhood was
relatively quiet and safe. Our neighborhood is a wonderful mix of young couples(some with
children), retirees, and senior citizens. The proposed re-zoning will, without a doubt, compromise
the established integrity of this neighborhood. The following concerns are offered in support of
our objection to the rezoning proposal:
1. We understand that the A&M Church of Christ was originally allowed to build on Neuces
Street, in this R-1 zone, under a"conditional use permit" for a church only. Now, after trying to
sell it for several years, they are attempting a zoning change(from R-1 to A-P)which would
allow them to use the property under the guise of"additional church purposes" so that it can later
be sold, if desired, for business purposes.
2. By changing the terminology from"worship center"to "worship through services center" the
property will certainly be more attractive to prospective buyers, who use it for purposes having
"undesirable impacts" not only upon the immediate neighborhood, but upon approximately 240
home owners in the area bounded by Southwest Parkway, Langford, Harvey Mitchell, and Welsh.
3. Because of the High School, Langford, Guadalupe, Welsh, Hondo, and Neueces, are already
heavily trafficked streets, by both vehicles and pedestrians. (Problems already exist on Guadalupe
with student parking interfering with trash pickup and mail delivery.)Re-zoning to A-P will
certainly magnify the problem.
We beg you to carefully consider the negative results of changing our residential community to an
A-P zone.

When the church originally requested a variance for the property to be used for a church, there was little
or no opposition. No one in the neighborhood objected to a place of worship on the site. Today,there is
still no objection to a church on the property. Now, over 30 years later, they are asking for a
rezoning of the property to 'A-P'. This request is a direct result of the church being moved to a new
location, leaving the present property vacant and seemingly difficult to sell with the 'R-1' zoning
designation.
The church has stated that the 8.233 acres is located close to a low-income population and they wish to
operate Christian outreach programs directed to this supposedly 'close', low-income populace. They are
presently doing this in complete violation of our neighborhood Deed Restrictions.
Lincoln Center and several churches presently offer outreach programs to the community.
Does the city really want a facility for substance abusers, homeless and indigents in a
neighborhood where the assessed value of a single-family residence is as high as$169,000?
I don't think so. Please carefully consider our neighborhood opposition to the requested rezoning.

It is our understanding that should the property be rezoned it would allow the facility to become a
homeless shelters of sorts. While we are not opposed to Bryan/College Station having a shelter of this
nature, we DO NOT wish one to be located at the location off of Harvey Mitchell Parkway and Nueces.
We moved specifically to College Station from Fort Worth because of the wonderful community,
neighborhoods, and schools. Our neighborhood is a lovely one where young children and families can
often be seen out playing in local parks and walking down its streets. We feel safe in this location and
see A&M Consolidated High School located so close as a bonus since it is an exemplary school.
Should rezoning take effect in the above mentioned location, we fear the influx of possible substance
abusers, indigents, and homeless would create a negative impact on our immediate neighborhood and
others nearby (Rock Prairie/Deacon neighborhoods). Immediate thoughts of our own safety and those of
our children come to mind. In most cases, people of this nature tend to bring down neighborhoods due
to loitering and crime. Not to mention, what parent would want to send their child to a high school
knowing there may be major negative influences just across the street?! While our hearts goes out to the
homeless, we do fear the substance abusers and their immediate access to our schools and nearby
homes.
Please help keep our community safe and as a desireable location to live by not allowing the rezoning of
the A&M Church of Christ Property. We are strongly opposed to this proposal.

This e-mail is in response to the rezoning proposal for the A&M Church of
Christ property located on the corner of Harvey Mitchell Parkway and Nueces
Drive.
As both a resident/property owner in this neighborhood and the parent of a
high schooler, I strongly feel that rezoning this property would have a
negative impact on our neighborhood. It is my understanding that this
rezoning involves the possibility of locating a facility on this site which
would provide services for substance abusers, indigents and the homeless.
While I do agree that facilities should exist for these individuals, I do
not feel that a residential neighborhood (particularly one containing our
high school) is the proper location for such a facility. Locating such a
facility in our neighborhood could not only change the environment in which
we live and decrease our property values, but it could, more importantly,
create safety and substance abuse issues for students at the high school.
An additional point to consider is the heavy traffic congestion that occurs
in this area in the morning when high school students begin their school day
and again in the afternoon at the conclusion of the school day. I would
hope that any decision would not create additional traffic safety problems.
I would ask that you consider the integrity of our neighborhood and the
safety of those who live and attend school in this neighborhood as you make
your decision. It is my hope that the Planning and Zoning Commission will
decide to keep this property zoned for single family residential use.

I am emailing to ADAMANTLY oppose any rezoning proposal regarding the 8.233 acres, owned by the
A&M Church of Christ and located on the corner of Harvey Mitchell Parkway and Nueces, for any other
purpose other than comparative residential single-family dwellings.
It would be unconscionable for the city to allow actions that have the very strong and real potential to
destroy both value and character of residential neighborhoods. Rezoning of this property would present
this potential, and I am convinced it would be realized.
I know of no person that is opposed to the use of this property as a church. However, to allow it to
potentially become any other type of commercial, medical, or use other than residential single family
dwelling, is unfair and inappropriate.
My expectations are for the city to deny any such rezoning requests or Planning and Zoning Commission
recommendations made to rezone, and to impede and prohibit redevelopment of this property other than
previously mentioned. My concerns are not only for my own property, and that of neighbors, but also
that of the CS A&M Consolidated High School located directly across Nueces from the property in
question.

Having lived at 1814 S. Langford since 1972, I have seen many changes in
the Southwood addition. When we first moved into our new house at this
address, it was the third house in the whole neighborhood. All we could
see to the east and south was grass and trees. Now, the entire
subdivision, from Southwest Parkway to Harvey Mitchell, is built up with
single family dwellings, a high school and the old Church of Christ
building. It is a fairly peaceful neighborhood despite so many students
living in houses around us. While it is an older neighborhood, most of us
have tried to maintain our houses and yards, not only for property values,
but also out of a sense of pride: these are our homes.
Therefore, it is threatening to us to discover the rezoning proposal for
the church property from Single Family Residential to
Administrative-Professional. What does this mean? Does this mean,
according to a neighborhood flyer, "a facility to care for(among others)
substance abusers, indigents, and homeless"? While I agree that it is
humane to offer such services in our community, I question the location
across from the high school and in our residential area. Also, what does
"care for" mean? Will there be an influx of transients to our
neighborhood?
Surely, our quality of life will be impaired with such a facility. Peace
of mind and property values will be jeopardized. With the increased
traffic, walking for health and relaxation on the neighborhood streets and
around the high school grounds will be less appealing. In a university
community, where most residents are well educated, we expect thoughtful
and rational decisions from our Planning and Zoning Commissioners and our
City Council.
Consequently, please weigh all these considerations to preserve
neighborhood integrity.

I object to the rezoning of the A&M Church property at the corner of Nueces and Harvey Mitchell
Parkway. This property is located in a residential neighborhood across the street from the A&M
Consolidated High School where there is not enough parking for the students now. There are several
houses on Hondo that have at least 4 Texas A&M students with at least 4 visitors that park on both sides
of the street.The rezoning of this church property would add more vehicles during the week when school
is in session. This was not a problem when the church utilized the property because their high volume
was on the weekend when the schools are not in session.
Please reconsider and deny the rezoning request.

I received a notice of a zoning change for the property owned by the A&M Church of Christ. This
property of 8+ acres is located on the corner of Harvey Mitchell Parkway and Nueces. The rezoning of
this property is of an extreme concern to me.
I have resided at the Guadalupe address since February of 1973. The church was constructed later.
After the church relocated and for the ensuing years there was a good neighbor relationship. However, I
fear the proposed zoning change will provide an undesirable negative impact on a good, well established
neighborhood. While I am overwhelming opposed to the proposed change, I am not opposed to the
existing use. This use being a neighborhood church and single family development compatible with the
established area in the existing R-1 zoning.
The proposed use as a facility to care for such things as substance abuse, the indigent and the homeless
is quite incompatible with the existing neighborhood. This will eventually make our good neighborhood
undesirable and incompatible for potential new residents and current ones. From a planning view it
would seem these functions and activities would be better located in the proximity a health facility.
These facts are quite evident before adding the 3000 high school students across the street.
In addition, the proposed change will overtax the vehicular capacity of Guadalupe Dr. This traffic
increase, added to the existing high school traffic will compound the problems of a very narrow residential
street. This traffic is and has been a concern of myself and several long time neighbors.
I appreciate the opportunity to voice my concerns over this proposed zoning change.

Please let it be known that we live at 1018 Guadalupe in College Station and have done so for 30 some
years.
Also please let it be known that we believe the rezoning request would have a detrimental long term
effect on our neighborhood, which we have work all these years to maintain. Therefore,we are
opposed to the rezoning.
The property in question is the 8.233 acres at the corner of Harvey Mitchell Parkway and Nueces, and the
church is requesting the property to be rezoned from R-1 to A-D.
When the church requested a zoning variance to operate a place of worship on the property, we had
no objection. The church is now, incidentally, apparently in violation of the variance in that there are
activities taking place there that would be hard to construe as worship.
The church states the property is located close to low income population, and we do not agree with this
unless we do not understand low income. The ruse to operate "Christian Outreach" programs on the site
is a poorly disguised means of converting a negative cash flow property to a positive one, and should not
be a consideration.

In response to this request I highly reject it and hope you will consider the following
reasons for this rejection of rezoning.
I have lived at 1003 Guadalupe since 1971 and it has grown into a nice middle class
neighborhood. The neighbors living on Guadalupe and nearby streets have always prided
themselves in maintaining our neighborhood and property. This property was zoned as
R-1 Single Family Residential according to our Deed of Sale. The A&M Church of
Christ was granted permission to build their church even though it was zoned R-1. We
have been good neighbors to the Church since it was established and tolerated the heavy
traffic on every Wednesday and Sunday of the week. We also have heavy traffic from
A&M Consolidated High School directly across the street and Guadalupe is not a street
that can handle high volume traffic. The students use it for running practice and also use
it to walk to and from school. The school has a shortage of parking for students so they
park in front of our homes. This is a dangerous situation and if this rezoning is passed it
will just add to the traffic and lower the value of our homes on Guadalupe and
surrounding areas. I don't object to another Church of Worship but I do object to the two
organizations they are renting it to with exception of the Faith Life Church. The other
organizations using this does not fall under R-1 and no one from the Church of Christ
bothered to notify the people living on Guadalupe of these organizations meeting there,
that is not being a good neighbor! Rezoning this property to A-P could be a nightmare in
years to come. We could have many undesirable organizations meeting there and our
homes would become a lower class neighborhood and ruining the neighborhood we have
tried to make appealing to everyone living here and to the City of College Station over
the years. I would hope they would take this into consideration before considering the
A&M Church of Christ's request for rezoning.

about the rezoning proposal that has been requested for that property. I want to go on record that I am
adamantly opposed to any changes that would alter the make-up of this neighborhood. Such changes
would devalue surrounding properties and open a Pandora's Box of undesirable businesses. College
Station has a very poor track record of keeping promises to the citizens in this area (i.e. high school

The area was a church when we purchased our home, and we do not object to having a church at that

As a resident of the neighborhood behind A&M Consolidated High School, I strongly oppose any rezoning
that would allow indigents and possibly pedophiles to roam the streets around my home and directly
across the street from a facility that houses 2,000 children, a facility that my daughter will attend in a
couple of years.
I would think it would be illegal to ❑rezone❑ a school zone, if that is what is happening. In any case,
the commission should vote this measure down, keeping in mind how they would feel if such a shelter
were inserted into the middle of their neighborhood, where after 3:30 every day of the school year
hundreds of our children are walking home from school, walking to their cars, etc. Would you have them
walking among indigents and possibly child predators? No city official in their right mind should consider
the possibility of such a situation. In this day and age of atrocities committed against children, why
would the commission fail to support the utmost protection of College Station❑s high school students?
If the A&M Church of Christ thinks our community needs such a facility, then why don❑t El on their
massive property site ❑ they build something for this purpose?
