Mr. Ash indicated the approximate location of the flood hazard zone on the property. Commissioner Mathewson moved that the Commission recommend that the plat be denied, subject to the approval of this action by the City Attorney, for the following reasons: 1. The long delay in filing the plat after its original approval. 2. The plat does not comply with the City's flood hazard ordinance passed since the original approval of the plat. 3. Most of the lots on the east half of the property are in the flood hazard zone. 4. The extension of Hawthorne Street to Holleman would only increase traffic problems at the Holleman, Winding Road intersection. The motion was seconded by Commissioner Burke and unanimously approved. Agenda Item No. 5 -- A public hearing on the question of granting a conditional use permit to the A&M Church of Christ for the construction of classroom buildings on their existing facility located at 1001 West Loop South (F.M. 2818) . The public hearing was opened. Mr. J. D. McReady of the Church's Building Committee spoke and answered questions of the Commission. The public hearing was closed. Commissioner Mathewson moved that the use permit be granted. The motion was seconded by Commissioner Etter and approved with Commissioner Bailey abstaining. Mr. Bailey noted that he abstained because Mr. McReady was his department head. Agenda Item No. 6 -- Consideration of a landscape-parking plan for the Half Century House located at the intersection of Luther Street and Wellborn Road. Mr. William Patch stated that, as requested, the entire parking area would be pabed and curbed. Mr. Stover suggested that since the parking area was to be paved, the wheel stops shown on the plan could be removed. Mr. Patch agreed. Commissioner White moved that the plan be approved. The motion was seconded by Commissioner Bailey and approved with Commissioner Mathewson voting against. Mr. Mathewson stated that he voted against because the north arrow on the plan was down. Agenda Item No. 7 -- Consideration of a preliminary plat, White Creek located in the Extraterritorial Jurisdiction on F.M. 60, west of F.M. 2818. Mr. Mayo suggested that Welcome Lane should be constructed with a turn-around on
