HomeMy WebLinkAboutStaff Report STAFF REPORT Project Manager: Crissy Hartl, Staff Planner Report Date: October 10, 2007 Email: chartl@cstx.gov Meeting Date: November 1, 2007 Project Number: 06-00500128 Item: Presentation, possible action, and discussion on a Final Plat for Carter's Crossing Phase 1 consisting of 20 lots on 13.484 acres located at 2075 North Forest Parkway, in the general vicinity of Appomattox Drive and North Forest Parkway. Applicant: Steve Arden, Carter's Crossing Venture Staff Recommendations: Staff recommends approval of the Final Plat. Item Summary: This is the second out of four phases in the Carter's Crossing Subdivision to request Final Plat approval. Phase 1 consists of 20 single-family lots off of North Forest Parkway. The lots will take access from Appomattox Drive to North Forest Parkway. This section of Appomattox Drive will eventually connect to the extension of Raintree Drive as Phases 2 and 4 are constructed. Comprehensive Plan Considerations: The subject property is currently zoned R-1, Single Family and is shown on the Land Use Plan as Single Family Medium Density. The City's Thoroughfare Plan reflects Raintree Drive connecting to Appomattox Drive, which will be included in future plats of the Carter's Crossing Subdivision. Raintree Drive and Appomattox Drive are considered minor collectors on the Thoroughfare Plan. The Final Plat is in compliance with the City's Comprehensive Plan, Unified Development Ordinance, Subdivision Regulations and generally complies with the approved Preliminary Plat due to minor adjustments made in two phases to accommodate an emergency access easement. Item Background: The subject property was annexed in the City of College Station city limits September of 1977, and is currently unplatted. In October of 2005, the Master Plan was approved as well as the rezoning from A-O, Agricultural Open to R-1, Single Family Residential. The Preliminary Plat for Carter's Crossing was approved in May 2007. Related Advisory Board Recommendations: The Parks Board recommendation is for 7.33 acres dedication for the entire subdivision. Parkland development fees for the 20 single-family lots in this phase will also be required. Commission Action Options: The Commission has final authority over the Final Plat.
