PLANNING
1. Please label all of the Adjoiner Easements and PUEs on every lot they as depicted.
2. Please add a note that states all work/maintenance in the adjoiner easement shall be private
maintenance.
3. This plat was not sent out for review to our electrical or sanitation departments. Please
contact Brent Read with College Station Utilities at 764.5026 and Wally Urrutia with
Sanitation at 764.3690 for their comments. The electrical comments below were sent with
the original submittal of this project.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights).
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per City specs and design.
2. City will provide drawings for conduit installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser.
4. Developer to intercept existing conduit at designated transformers and extend as
required.
5. If conduit does not exist at designated transformer, developer to furnish and install
conduit as shown on electrical layout.
6. Developer pours transformer pad(s) per City specs and design.
7. Developer installs pull boxes and secondary pedestals as per City specs and design
(pull boxes and secondary pedestals provided by the City).
8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email
to: breadcstx.qov.
9. Developer provides load data for project.

ENGINEERING COMMENTS NO. 3
1. (Sheet 2) Please explain the intent of the proposed swell at the rear of Lots 1 thru 10 of
Block 1. It appear from the surrounding contours the swell will pick up minimal flows
from the Appomattox / North Forest intersection and experience a low flow velocity,
please verify.
2. (Sheet 5) Please verify a 3.5-ft of cover above all sanitary sewer mains. In areas with
less than 3.5-ft of cover, ductile iron and cement stabilized should be utilized.
3. Please provide written verification that the gas pipe line has been moved to the
appropriate easement location.

1. Staff recommends that Grand Oaks Drive and Grand Oaks Cove renamed. This could
become confusing as we already have a street named Grand Oaks Circle.

ENGINEERING
FINAL PLAT COMMENTS:
1. Please remove the "Public Drainage Easements" as these areas are proposed
Park Land Dedication areas.
2. Please modify General Notes #3 and corresponding note on plat to read more
like the note in the preliminary plat. This note needs to tie the "Determined Limits
of the Base Flood" to the drainage report submitted by McClure and Browne for
Carter's Crossing Phase 1 and 2.
3. Please verify the existence or non-existence of a 30-ft PUE (v1224, p824) along
the north side of North Forest Parkway and adjacent to the subject property.
4. Please illustrate and dimension the easement containing the "City of College
Station Overhead Electric Line".
5. Should the "60-ft Exxon Esmt" be dimensioned all the way across the plat, as it is
not shown to be?
6. Our records indicate the existence of a 40-ft Electrical Easement (v511, p267)
which cuts across the center of the subject property and generally located
parallel to North Forest Parkway (approx. 300-ft off North Forest Parkway).
Please verify the existence of this easement. If easement does exist as our
records indicate the easement will need to be formally abandoned thru council.
7. Please clarify and provide the supporting documentation to justify that the
abandoned oil/gas field site has been properly abandoned.
CONSTRUCTION DOCUMENT COMMENTS:
8. Please provide engineers cost estimate.
9. Please label proposed curb type throughout.
10. (Sheet 3) The 36-in HDPE pipe from Inlet 25 to Out should tie into the channel at
least at a 90 degree angle. The pipe may need to be tied into the adjacent
headwall.
11. (Sheet 3) Are end road markers needed at the end of Appomattox Dr?
12. (Sheet 4) Please label the end road markers needed at the end of Chestnut and
Cypress.
13. (Sheet 5) At Inlet 33 to Out, please extend direct discharge point to the center
line of the stream or to point of day light, as well as erosion control measures.
14. (Sheet 7) Please illustrate pressure class for sewer main at the water/sewer
conflict at Sta. 122+97.
15. (Sheet 7) It appears that the appropriate separation distance for the water/sewer
conflict has not been provided for at Sta. 122+97.

16. (Sheet 8) For the aerial crossing please note the use of MJ bells with retaining
glands, which should be located at the piers.
17. (Sheet 8) Please provide and make reference to the BCS Unified Guidelines,
Specs and Detail for the construction of this sewer main extension.
18. (Sheet 8) Please verify design with BCS Unified Guidelines, Specs and Detail.
Detail S4-00 illustrates piers as needing to be a min. of 6-ft below grade.
19. (Sheet 8) Please verify minimum cover of 2-ft.
20. (Sheet 8) Please illustrate water/sewer conflict on Sewer Line SE-5.
21. (Sheet 9) On Sewer Line SE-4, remove service connection to main outside of
pavement.
22. (Sheet 10) Please provide pressure class of proposed water line casing for the
water/sewer conflict at Sta. 220+92.98.
23. (Sheet 12) It appears that the appropriate separation distance for the
water/sewer conflict on Waterline WA-4 has not been provided for.
24. (Sheet 12) Please match curb detail with bcsunited.net details.
Drainage Report:
a. Inlet Numbers: 7B, 8B, 25B, 26B in the drainage report, are not labeled
accordingly in the construction documents.
b. Inlet Numbers: 6.1, 6.2 in the construction documents are not labeled
according in the drainage report.
c. In Exhibit C-3, is the inlet size for Inlet 30 to Out a 36-in?
d. In Exhibit C-3, Inlet 25B to Out appears to have a high velocity of 20.3 ft/sec. I
am unable to find 25B or what is described at 25B to Out in the construction
documents.
25. In addition to the following standard comments, if more than 5 acres will be
disturbed during construction of this project a NOI must be filed with the state
and a copy provided to the CoCS. Storm water management requirements are
as follows, any questions may be directed to Donnie Willis, CoCS Drainage
Inspector, at 979-764-6375:
Storm Water Discharges from Small Construction
Activities
The Texas Commission on Environmental Quality has issued a general permit for construction
activities under the Texas Pollution Discharge Elimination System. The general permit
(TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a
common plan of development disturbing at least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from your construction site to the
City of College Station's Municipal Separate Storm Water Sewer System (MS4):
1. Read the general permit(TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit(TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part
III of the general permit(TXR150000).
4. Sign and post a construction site notice.
NOTE: Any changes made to the plans,that have not been requested by the City of College Station,must be explained
in your next transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not
been pointed out to the City,will constitute a completely new review. 4
5. At least 2 days before beginning construction, provide a copy of the site notice to the
operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm
water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned,
designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to discharge storm
water.
No notice of intent(NOI), notice of termination (NOT), or fee is required under this option—as
long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2008.

Station Utilities as soon as possible, due to a minimum 6 month lead time for transformers.

PLANNING COMMENTS:

ACTION: The easement is being re-defined to match the limits shown on the plat.
OM NT#6: Our records indicate the existence of a 40-ft Electrical Easement which
cuts across the center of the subject property and generally located
parallel to North Forest Parkway (approx. 300-ft off North Forest
Parkway). Please verify the existence of this easement. If easement
does not exist as our records indicate the easement will need to be
formally abandoned thru council.
ACTION: The easement is located along the Northwest line of the property. See
the attached Boundary Survey.
CO T#7: Please clarify and provide the supporting documentation to justify that
the abandoned oil/gas field site has been properly abandoned.
ACTION: Attached please find the Phase One Environmental Report indicating
there were no sources of environmental concern on the property.
