Reviewed by:Jennifer Reeves Date:June 23,2006 ENGINEERING COMMENTS NO. 1 FINAL PLAT COMMENTS: 1. Please remove the "Public Drainage Easements" as these areas are proposed Park Land Dedication areas. 2. Please modify General Notes #3 and corresponding note on plat to read more like the note in the preliminary plat. This note needs to tie the "Determined Limits of the Base Flood" to the drainage report submitted by McClure and Browne for Carter's Crossing Phase 1 and 2. 3. Our records indicate the existence of a 40-ft Electrical Easement (v511, p267) which cuts across the center of the subject property and generally located parallel to North Forest Parkway (approx. 300-ft off North Forest Parkway). Please verify the existence of this easement. If easement does exist as our records indicate the easement will need to be formally abandoned thru council. 4. Please clarify and provide the supporting documentation to justify that the abandoned oil/gas field site has been properly abandoned. CONSTRUCTION DOCUMENT COMMENTS: 5. Please provide engineers cost estimate. 6. Please label proposed curb type throughout. 7. (Sheet 3) Is the 36-in pipe tying into Inlet 29 RCP or HDPE. 8. (Sheet 3) The 36-in RCP pipe tying into Inlet 29 should tie in at least at a 90 degree angle. The pipe may need to be tied into the adjacent headwall. 9. (Sheet 4) Are end road markers needed at the end of Raintree Dr? 10. (Sheet 5) At Inlet 8 to Out, please extend direct discharge point to the center line of the stream or to point of day light, as well as erosion control measures. 11. (Sheet 6) The proposed box culvert should be design/built to C850 standard (less than 2-ft cover). 12. (Sheet 8) The sanitary sewer main is not allowed to run thru the storm junction box. 13. (Sheet 8) Please verify minimum cover of 2-ft. 14. (Sheet 8) Please illustrate the water/sewer main conflict on Sewer Line SE-3. 15. (Sheet 10) Please illustrate the horizontal separation between the water main and storm pipe that are in the same trench. 16. (Sheet 11) A gate valve is required every 800-ft. 17. (Sheet 11) It appears that water service 3.1 and 3.2 may be eliminated and a double service could be added between lot 3 and 4. (Sheet 11) Please illustrate the fire hydrant at Sta. 280+55.65 in profile view. 19. (Sheet 11) Please depict pressure class of the proposed water main casing for the water/sewer main conflicts 20. (Sheet 12) Please match curb detail with bcsunited.net details. Drainage Report: a. Inlet Numbers: 7B, 8B, 25B, 26B in the drainage report, are not labeled accordingly in the construction documents. b. Inlet Numbers: 6.1, 6.2 in the construction documents are not labeled according in the drainage report. c. In Exhibit C-3, is the inlet size for Inlet 30 to Out a 36-in? d. In Exhibit C-3, Inlet 25B to Out appears to have a high velocity of 20.3 ft/sec. I am unable to find 25B or what is described at 25B to Out in the construction documents. In addition to the following standard comments, if more than 5 acres will be disturbed during construction of this project a NOI must be filed with the state and a copy provided to the CoCS. Storm water management requirements are as follows, any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit (TXR150000) to make sure it applies to your situation. 2. Adhere to the requirements of the general permit (TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the general permit (TXR150000). 4. Sign and post a construction site notice. 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. As long as you meet the conditions of this general permit, you are authorized to discharge storm water. NOTE: Any changes made to the plans,that have not been requested by the City of College Station,must be explained in your next transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. 3 No notice of intent (NOI), notice of termination (NOT), or fee is required under this option—as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5, 2008. Developer provides temporary blanket easement for construction purposes. 2. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). 3. Streetlight easements need to be added to the plat as per the conduit installation drawings. 4. Any changes or amendments to the plat shoe be brought to the attention of College Station Utilities as soon as possible,due to a minimum 6 month lead time for transformers. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per city specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser. 4. Developer to intercept existing conduit at designated transformers and extend as required. 5. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 6. Developer pours transformer pad(s) per city specs and design. 7. Developer installs pull boxes & secondary pedestals as per city specs and design.(pull boxes & secondary pedestals provided by the city). 8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan email to bread@cstx.gov . 9. Developer provides load data for project. 10.
