The property consists of two platted single family lots developed with a single family home. The Land use plan currently designates this property and rest of the Richards subdivision as single-family high density. The applicant is requesting that the property be designated as Regional Retail. REGIONAL RETAIL SLIDE: The Comprehensive Plan gives the following definition for Regional Retail: "Area permitting regional scale development of tax- generating developments such as retail centers, service commercial, restaurants, etc. These uses are generally dependant on good access to highways and major arterials. Post Oak Mall is an example of this use." Staff does not feel that this property is appropriate for regional retail because of its size, it is under half of an acre, no access to an arterial roadway and because it is within a developed single family neighborhood. RICHARDS SUBDIVISION SLIDE: The Richards Subdivision is a residential neighborhood established in the 1940s, prior to being annexed into the City in 1969. Richards Subdivision is made up of four residential streets, Richards, Sterling, Lassie and Crest. All of the property in the subdivision is zoned R-1 Single-Family Residential. This area saw a lot of single-family infill development and neighborhood revitalization in the 1970s and then again in the past few years. The neighborhood is framed by multi-family and commercial development to the south, Texas Avenue to the west, commercial development and undeveloped land to the north)and vacant property in the Wolf Pen Creek Design District to the east. ulr,‘y Nrv�e CLOSER IN SLIDE: As you can see on the screen there are 3 single family homes that face this property across Sterling Street and one single family home that abuts the property. Based on the information available through the Brazos County Appraisal District, the majority of the homes in close vicinity to the subject property are owner occupied. The property has approximately 80 feet of frontage on Texas Avenue, a major arterial on the Thoroughfare Plan, and approximately 185 feet of frontage on Sterling Street, a residential street. City policies state that commercial development should have a depth of at least 400 feet to avoid the effects of strip commercial. Staff has concerns about the development of this property for commercial purposes because it is a small site, less than an acre with very --'' 0t `� 1 , V-4 ckc=`(e. limited access. The property will.not be able to take access from Texas Avenue 1 jk 0.C c t to acbmmercial development from Sterling Street, which is a residential street. The right-of-way for Sterling Street is only 30 feet wide...current requirement is 50 feet. The pavement section does meet our minimum standard for a residential street, which is 27 feet wide. Because the right-of-way is not as wide as current standards, it means that buildings on both sides of the street can be closer to the street since setbacks are measured from - property lines. There are four lots in the Richards subdivision with frontage on Texas Avenue; ----r- three of them are developed as single family homes. The south east corner of Richards and Texas Avenue is zoned R-1, but is developed as a dentist's office f- through a conditional use permit in the 1980s after several rezoning requests were denied. Because it was developed under a conditional use permit, no other commercial or office use can locate there. L The goals of the Comprehensive Plan state that we should protect and preserve established residential areas by minimizing intrusive or incompatible land uses. Staff is concerned that approval of a Regional Retail land use on this property will -c be the beginning of the incremental encroachment of commercial land uses into established neighborhood that will ultimately start eroding the neighborhood and }. ff does not believe that amending the Comprehensive Plan for this property furthers the City Council's goal to promote neighborhood integrity. 1 , I am recommending denial of the request.
