Project:Plazas at Rock Prairie(SP)—06-00500080 WLB Job No.: 9500502 Subject:Response to Engineering Comments No. 2 Construction plans and the drainage report have been revised to accommodate anticipated dedication of 15-feet of additional right of way for Rock Prairie Road. Responses to the attached list of comments are included below. Item numbers shown correspond to your attached memorandum. 1. Construction notes on plans have been revised to incorporate local information. 2. BCS Unified Guideline and Details are referenced. QExisting Driveway has been shown to be removed with Phase 1 Construction. TxDOT permit is being submitted. 4. Private water service has been re-located outside easement area. Limits heavy duty pavement are to be shown on Architectural Plan Sheet Al-1. #4s@ 18- inches will be utilized 6. Sheet Title has been changed. 7. Drainage Report Figure 1 has been corrected. 8. Per our discussion, 25-year, 50-year, and 100-year detention has been provided. Each frequency discharges at, or below the pre-development level for that frequency. As such, the development of the site does not adversely impact the existing design ponding elevations of Rock Prairie Road and other downstream systems. 9. Detention design volume computations for 5, 10, 25, 50, and 100-year frequencies have been completed utilizing the Triangular Hydrograph Approximation Method as specified in the DPDS Manual Criteria for areas under 50-acres. The volume computations are shown in figures 7A-7E. Table 2, and Table 3 have been added to the report to summarize Pre Existing and Post Development discharges from the detention pond, and from the total project area. 10. Maximum depth of anticipated ponding for 100-year frequency event is less that 6-inches in parking lots and at inlets. This meets design requirements of Item 3 Storage Depths Page 74 of DPDS Manual. Statement has been included in report on pages 4 and 5. Data for swale has been added to plans, discussion of emergency weir spillway is included in report on Page 4. 12. The owner is aware that the Detention Pond is to be a privately maintained facility. 13. Since detention has been provided for all frequencies up to and including the 100-year event, development of this project will not adversely impact the existing downstream conveyance systems for Rock Prairie Road or SH6 extending from the site to the primary drainage channels. We have indicated one main disconnect for the structure on El-1. The building is divided by a fire wall and this makes it act as two structures— so we show two main disconnects. 2. Based on§212.904 of the Local Government Code, the City can require that a developer bear a portion of the costs of municipal infrastructure improvements as long as those costs are roughly proportionate to the proposed development. I will be working with our Legal Department on a more specific response to your letter. In the mean time, if you have any questions or comments,please feel free to contact me.
