PLANNING
1. Please add the total site area of the project and the legal description in the title block.
2. Please show all setback lines on the site plan.
3. There is a conflict of information on the parking legend. The provided parking for Tract 1 says
78 spaces,but the total parking says 80. Also, the parking space counts within the parking lot are
not reflective of the actual drawn spaces. On the bottom of the center row where it says 13 and
11 spaces is actually 12 and 10,respectively. Please adjust accordingly.
4. I spoke with Dana Garnett as requested about the subject property being considered a building
plot. After our conversation, she agreed to the request. Please add a note to the site plan that
states: "For the purposes of signage, this will be considered one building plot."
5. Will the driveway from Rock Prairie Rd. be constructed with Phase I? If so, clarify that on the
site plan and provide streetscaping according to Section 7.5.C. D Streetscape Requirements.
6. Please realign the phase lines with the"extent of new paving"line at the edge of the parking lot.
7. The detention pond requires screening as per Section 7.9.B.1 Required Screening. The screening
must include 3-foot berms, shrubs, or brick/stone/masonry walls. Please provide screening
details for the detention pond.
8. The City of College Station is the only solid waste service provider in College Station, and
therefore all dumpster sites need to meet our size requirements. The previous comment read as
follows: "Per Sanitation Superintendent Wally Urrutia, the current dumpster locations are not
ideal for this site. "Parallel" access will require 45' of clearance. Additionally, the pad sites need
to have a 12' x 12' interior clearance. If you have questions, please contact Wally Urrutia at
979.764.3841."
9. Please be aware that sidewalks will be required along the entire length of Rock Prairie Rd. for this
project when the future phases are constructed.
10. Repeat Comment: Please submit color samples and provide the percentages of each color used
on each façade. If necessary,please submit material samples as well.
11. Please reflect all easements that are being dedicated on the final plat on the site plan.
Specifically,please show the 10'public utility easement along the entire length of Rock Prairie.
12. FYI — At the time of approval for this site plan, only Phase I and the detention pond will be
approved unless otherwise specified.

LANDSCAPING
1. The total site area on the site plan says that it is 1.805 acres or 78,625.8 acres, but the area
calculations on the landscape plan and site description are not consistent. Please determine the
actual site area and correct the site plan and landscape plan accordingly. Also, please be sure to
adjust the landscape point calculations as needed.
2. The landscape legend indicated 2 Lagerstroemia Indica trees, but staff counted 3. Also, the
landscape legend indicated 290 Raphiolepis Indica shrubs, but staff calculated 318. Please adjust
the landscape plan and calculations accordingly.
3. As per conversation with Phil Rivers, please remove the second landscape legend and provide
the streetscape requirements and site area calculations.

ENGINEERING COMMENTS
1. Water meters need to be located in a PUE,but service lines cannot.
2. FH easement that is shown on the plans needs to be dedicated as a PUE. If the PUE is not
dedicated with the Final Plat, then the separate instrument will have to be filed at the Courthouse
prior to Site Plan approval. As an option, you could dedicate a Temporary Blanket Easement
which will still have to be submitted before Site Plan approval, but you have until CO to get it
executed. The actual PUE will have to be dedicated to release the blanket easement.
3. Regarding pavement detail, we did not receive a Sheet Al-1 to which you refer. We do have a
Sheet AC-1,but there is not enough information in the details provided.
4. Submit TxDOT driveway permit for driveway removal.
5. General Construction Note 2 should cite Note 16 instead of 18.
6. Site Plumbing Construction Note 2 should be revised to include B/CS Unified Design
Guidelines,Details,and Specifications. It currently only cites specifications.
7. You will have to submit a sealed Engineers Estimate for the public infrastructure associated
with the fire hydrant that you will be constructing.
8. What is the concrete projection out into the future Rock Prairie Road ROW near the proposed
driveway? It will have to be removed from the ROW.
9. Relocate or provide protection for electric lines in path of detention pond spillway.
10. Grade the pathway of discharge from detention pond emergency spillway to storm inlet.

1. Construction Notes need to be revised to reflect local information.
2. Site and Plumbing Construction Notes 2 — revised note to include BCS Unified
Design Guidelines and Details.
3. You will need to remove the existing driveway in TxDOT ROW on southwest
corner of property. Submit TxDOT driveway permit(4 copies)for work in ROW.
4. Private services can cross but are not allowed in PUEs. Relocate private water
service outside limits of PUE.
5. Show limits of standard and heavy duty pavement. For heavy duty pavement are
#3s @ 16" equivalent or better than #4s @ 18"?
6. Change title of Sheet C6 to Erosion Control Plan.
7. Drainage Report: Figure 1 - property is not positioned in correct location.
8. Drainage Report: Because you are discharging into the City's storm system
which is only designed for the 10-yr event, you are limited to the 10-year event
for your discharge. (Your 25-year design storm event is still limited to the 10-
year post development runoff for discharge.)
9. Drainage Report: Provide detention pond routing, inflow versus outflow and
resulting elevation. Show detention discharge for each storm event and total
discharge leaving site for each rain event.
10. Drainage Report: What is depth of water in parking lot? At inlets?
11. Drainage Report: Provide discharge velocities. Will the temporary overland
swale have appropriate armoring? Will the emergency overflow?
12. Be aware that your detention pond is private and will require that all maintenance
be by property owner(s).
13. Please refer to Drainage Policy and Design Standards regarding pathways which
are discussed on pages 6 and 7. I'm concerned about the emergency overflow
discharge towards Rock Prairie Road.

PLANNING
1. FYI — This site plan cannot be approved until a final plat has been approved for this
property. The preliminary plat is currently under review. All changes made to the plat
must be reflected on the site plan. Additionally, comments are subject to change based
on the pending plat.
2. Please provide all setback lines to the site plan and verify that the side of the building along the
eastern property line complies with the 7.5'side setback requirement.
3. Please label each phase of this site plan, and be aware that each phase must be able to stand
alone to meet ordinance requirements.
4. Please state that the bicycle rack will have at least 4 bicycle spaces.
5. Per section 7.2.D of the UDO,a 180 sf end island shall be located at both ends of a parking row.
It appears that the interior end islands are both 40 sf short of the 360 sf required for the two
parking rows. Please be sure to provide the entire 180 sf at the end of every parking row —
including the end island adjacent to the phase line.
6. Our site design standards require a 6" raised monolithic curb. Please adjust the curbing details
accordingly.
7. Please show all existing and proposed sidewalks along Rock Prairie.
8. Please add a note to the site plan that states: "For the purposes of signage, this will be considered
a building plot."
9. Please add a note on the site plan stating that all signs will be permitted separately.
10. The parking legend states 84 spaces provided, but staff counted 80 parking spaces. Also, please
correct the parking ratio on the site plan. The site plan says 4.5/1000, but our UDO requires
1/250.
11. Per Sanitation Superintendent Wally Urrutia,the current dumpster locations are not ideal for this
site. "Parallel" access will require 45' of clearance. Additionally, the pad sites need to have a 12'
x 12'interior clearance. If you have questions,please contact Wally Urrutia at 979.764.3841.
12. The Non-Residential Architectural Standards limit concrete products to 75% of the façade. It
appears the rear façade has 93% tilt panel. Please adjust building elevations accordingly.
13. Please submit color samples and provide the percentages used on each façade.
14. Provide a general note that all roof and ground-mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right-of-way or residential
district within 150' of the subject lot, measured from a point five feet above grade. Such
screening shall be coordinated with the building architecture and scale to maintain a unified
appearance.

LANDSCAPING/STREETSCAPING/BUFFER
1. American Holly (Ilex x Attenuatta) is not an approved tree on our landscape plant list. While we
can not award landscape points for using this tree, we will not require you to choose an
approved tree species since you are exceeding the minimum number of required landscape
points. If you intend to keep this species,please remove the trees from the point calculations.
2. Per Section 7.5.D.3 of the Unified Development Ordinance, landscape points are calculated by
30 points per 1000 sf of area intended to be developed plus 300 points per 50 feet of frontage
on a right-of-way. It appears the landscape calculations only take site area into account. The
total number of required landscape points should be 4,424 points.

3. Based on the previous two comments, please update the total number of landscape points
required and provided.
4. Please provide a streetscape legend that states the number of trees required and how you will be
meeting that requirement. See Section 7.5.D Streetscape Requirements in the UDO.
5. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock,
or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot
setback,rights-of-way,and adjacent property disturbed during construction.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure
Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City
Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.
ENGINEERING
I do not have enough information for a complete review. The following information needs to be
submitted. Additional comments may result.
1. Provide Drainage Report.
2. Provide Fire Flow Report.
3. Will building have sprinkler system for fire? If so, show line to building and provide
construction documents if the line will be public.
4. Provide Grading Plan.
5. Provide Erosion Control Plan.
6. The SH6 access shown closest to Rock Prairie Road does not meet spacing requirements
and will not be allowed.
7. Provide civil design for pavement,driveways, drainage,public water,etc.
8. An Engineer's Cost Estimate is required for all pubic infrastructure including fire hydrants.
9. Show private service location and diameters. Include slope on private sewer service to
insure it meets plumbing code.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. City will provide drawings for conduit installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser.
4. Developer to intercept existing conduit at designated transformers and extend as required.
5. If conduit does not exist at designated transformer, developer to furnish and install conduit
as shown on electrical layout.
6. Developer pours transformer pad(s) per city specs and design.
7. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan email to
gmartinez(a,cstx.gov
8. Developer provides load data for project.

9. Currently transformers require a 6-9 month lead time.Please provide load information as
soon as possible.

site.
12. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights).

FIRE
1. The fire lane to the West of the structure will need to turn around in the parking area due to
the length of the structure. Painting along the curb and a"Fire lane" sign at the entrance will
be fine. Make sure radius for fire vehicles is good throughout parking area utilized for turn
around.
2. Knox Box key lock system will be required for this structure. Get with Fire Marshal's office

Electrical
The developer will provide the items requested in this section.
Fire
1. The fire lane is indicated by the dashed line all the way around the parking lot.
A paint stripe will be placed in these locations with the words "Fire Lane"
added. The turn-around radius is designed per City specs.
2. A Knox Box note has been added to the drawings facing the closest FDC at
the rear of the building.
