Our response is listed in italics. The Architect provided us building elevations that show a roof height of 30 at the building edges and a 41 foot high non accessible roof that runs down the center of the building from front to back. Because of this, the drive width for the new parking area has been increased from 24 feet to 26 feet. This change has been bubbled on the Site Plan and a copy of the Architects elevations is attached to this letter. PLANNING 1. Provide a landscape plan and elevations for conceptual site plan review by the Board. Final floor plans and elevations will be required for final site plan approval. The landscape plan and elevations will be submitted by the Architect under a separate cover. 2. Provide the gross square footage of the proposed building. The gross square footage is 21,200 SF and is listed on the Site Plan. 3. Provide bicycle parking details. (see Site Design Standards for standard detail) This detail has been added to the Site Plan. 4. Provide overall building height. The building height is 41' at its maximum point. This information has been added to the Site Plan. 5. Please note that any changes made to the plans that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. It appears that the original landscape plan for phase 1 used 65 existing trees to meet points, however it appears that the trees you are reviewing were used in exceeding the minimum point requirements. Landscaping plans will be submitted by the Architect under a separate cover. 2. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. This note will appear on the landscaping plans. 3. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. This note will appear on the landscaping plans. FYI: No further permits will be issued until a complete development package in compliance with the Covenants and Restrictions is approved by the Advisory Board. This includes a complete site plan, landscape plan, as well as civil and architectural construction documents per email on January 4, 2008. 2. Existing trees may not count toward points without board approval. 3. Please show the Landscape and Utility Easement (LAUE). Points in the landscape easement accrue as they would for regular streetscape points, however they may not be counted toward the point requirements for the Developed Area. 4. Are you replacing the existing trees in the LAUE? The original site plan includes this area. 5. The landscape points are insufficient. The covenants and restrictions require 60 points per 1000 s.f. of developed area not 30. 6. All canopy trees must be at least 2.75 caliper inches. 7. All non-canopy trees must be at least 1.5 caliper inches. 8. Blue Agave and Soft Leaf Yucca are not on the approved plant list for College Station. If they are to be proposed, please provide information that these plant varieties will thrive in the USDA Hardiness Zone 8, as well as any other information and a picture of the plants for the Board to consider. 9. The existing site for Prodigene was approved for construction in 1998 by the Advisory Board. The applicant is requesting a clearing and grading permit for this area. All clearing and site work is required to be reviewed by the Business Center Advisory Board (Covenants and Restrictions Section 4.10) The proposed plan is to remove 19 trees on the north of the existing building for the development of Phase 2 located outside of the developed site area. A full site plan with elevations, and landscaping plans will be required for any additional development and building permits to be issued. With the removal, the property will still maintain enough landscaping points to meet minimum requirements of the Covenants and Restrictions of the Business Park. This permit will also not affect the protected 0.4 acres along Gateway Boulevard. Staff recommends approval with the condition that all engineering standards are met for clearing of the property. Fitch Parkway at the intersection of the northbound frontage road of State Highway 6 and Gateway Boulevard. The scope of the project includes a parking lot addition and the construction of a two story, 21,000 square foot office building. This letter determines the expected water and sewer demand for the project. SANITARY SEWER CAPACITY The peak sanitary demand for the project was determined using the Fixture Unit Method from the Bryan/College Station Unified Design Manual. This method multiplies each fixture within the building by a specific loading factor to obtain a total number of fixtures for the project. This number was then compared against Table II in the sanitary sewer section of the B/CS Unified Design Manual to determine the peak demand. From the trend it was determined that a value of 92 fixtures corresponds to 75.80 gpm of peak sanitary sewer demand. Peak Sanitary Sewer Demand = 75.80 gpm = 0.17 cfs A 6" sanitary sewer service lead provides more than enough capacity for this peak flow. A calculation of the flow in a 6" PVC pipe at minimum slope is shown in section 3.1 of this report. WATER UTILITIES CAPACITY The peak water demand was determined using the same method as the peak sanitary sewer demand. A total of 92 fixtures were used to obtain a peak demand of 75.80 gpm. Peak Water Demand = 75.80 gpm = 4,548 gph = 0.17 cfs Assuming: 75% of the 21,000 square foot building is usable office space. Each person has a personal workspace are of 100 square feet. Water use per person per day is 50 gallons (from B/CS Unified Design Manual). The average water demand is: Average Water Demand = 21,000 x 0.75 x 50 gpm =100 = 7875 gpd or 14.5 gpm per 9 hour day PIPE FLOW CALCULATIONS Calculate the Flowrate of a 6" Diameter PVC Sanitary Sewer Line Using the Manning formula: 1.486 AR Z 1 �= 3S 2 n Where: Q = flowrate, cfs n = roughness coefficient, using 0.011 for PVC pipe A = cross-section area of pipe, sq. ft. R = hydraulic radius, ft. S = slope, ft/ft (minimum slope per B/CS Unified Guidelines) Calculate area: A = Tr r2 A = 0.196 sq. ft. This results in an increased runoff of approximately 3.2 cfs during a 10% event and 4.3 cfs increase during the 1% event. The new parking areas will tie in to the existing parking areas. The existing grading scheme uses the parking lot to collect and route stormwater into the Alum Creek Basin existing stream section AC-1. A drainage study and master plan was prepared prior to the development of The Business Center at College Station and as was pointed out at the Pre-application Conference, this second phase construction is accounted for in that original plan. The Developer would like to begin removing underbrush and select trees to begin the construction of Phase II of this site. Following are comments dated November 19th review of this project. Our response is listed in italics. PLANNING 1. The subject tract is located in the City of College Station Business Center and is subject to its Covenants and Restrictions. I have emailed all applicants a copy of these restrictions. Received. Thank you. 2. The proposed area for clearing and grading is a protected area from the original site plan (see Section 12.20 of Covenants and Restrictions for definition of protected area). The only clearing permitted in protected areas is up to 50% of understory vegetation, with the remaining vegetation left within the dripline of trees. All clearing must be done by hand only. Canopy trees may not be removed. If you wish to remove this area from the protected area, it must be in compliance with the Covenants and Restrictions for the Business Center and reviewed by the Business Center Advisory Board. The original site plan for this tract was completed and approved in 1998 showing a future second phase consisting of a second building and parking. A portion of Phase I parking needed to convey stormwater to the creek was even built northward in anticipation of the future building. This subject was brought up at the PreApplication Conference on September 26`h where it was confirmed that this was Phase ll of the approved, original site plan. How will you ensure that there will be no fill placed in the floodplain at the western end of proposed fill? The proposed 274' elevation is very close to the floodplain line near the small drainage draw. A retaining wall will be built to accomplish this. The structural details will be submitted as part of the architectural plans.
