Regular Agenda Item No. 12.3 -- Public hearing, presentation, possible action and discussion regarding approval of an ordinance rezoning 4 lots on 0.39 acres located at 600 and 604 Tarrow Street in the general vicinity of the intersection of Tarrow Street and Banks Street, from C-3 (Light Commercial) and R-1 (Single-Family Residential) to R-3 (Townhomes). Planning Administrator Molly Hitchcock described the proposed rezoning and noted that it was in compliance with the goals of the Comprehensive Plan for high density single family housing. The Planning and Zoning Commission and staff recommended approval of the rezoning. Mayor Silvia opened the public hearing. The following citizens spoke in opposition of the proposed rezoning. Senior Planner Jennifer Prochazka described the proposed ordinance rezoning 1.939 acres at 1111 Rock Prairie Road. The Planning and Zoning Commission and staff recommended approval. Mayor Silvia opened the public hearing. Joe Gattis, Gattis Engineering, 801 Tanglewood Drive, answered questions of the City Council. Mayor Silvia closed the public hearing. Mayor Pro Tem Happ moved to approve Ordinance No. 2919 rezoning 1.939 acres at 1111 Rock Prairie Road, generally located at the northwest corner of Rock Prairie Road and Rio Grande Boulevard, from PDD-B (Planned Development district — Business) to PDD (Planned Development District).
