DEVELOPMENT HISTORY
Annexation: 1983
Zoning: A-O to C-2 in 1986; C-2 to R-5 in 1994; R-5 and R-4 combined into R-4 in
2003
Site development: Largely vacant with an on-site oil well
Previous Plats: A preliminary plat for this site was approved in 2003, but expired in 2005
due to the lack of activity on the project.
COMMENTS
Water: A 12-inch water line exists along Rock Prairie Road.
Sewer: The Plat shows compliance with the Sanitary Sewer Master Plan. Sanitary
sewer to serve the site is being proposed from an existing 6-inch main in
Stonebrook Drive ROW. The sanitary sewer design report submitted with the
Final Plat will have to show that there is additional capacity in that line to serve
this development.
Streets: No public streets are proposed with this Plat. Additional ROW width for Rock
Prairie Road is proposed for dedication with the Final Plat.
Off-site
Easements: Off-site easements may be required for storm water. Stormwater design shall be
in compliance with Unified Stormwater Design Guidelines.
Drainage: Property is located in the Lick Creek Drainage Basin. Drainage on the property
is to the north, west, and south.
Flood Plain: No FEMA regulated floodplain is located on the property.
Oversize
Request: None requested.
REVIEW CRITERIA
1. Compliance with Comprehensive Plan and Unified Development Ordinance: This
area is designated as Retail Regional on the Land Use Plan, yet the property is zoned
R-4 Multi-family Residential. The proposed plat meets all the minimum requirements for
an R-4 lot.
2. Compliance with Subdivision Regulations: The preliminary plat complies with the
Subdivision Regulations.
STAFF RECOMMENDATION
Staff recommends approval with the condition that Engineering Comments #2 are addressed.

Rock Prairie Heights PP
1. Consideration of a preliminary plat for the proposed Rock Prairie Heights
Subdivision located on Rock Prairie Road across from Stonebrook Drive.
2. Property will primarily take access from a driveway on Rock Prairie Road
3. Will also have secondary access at the back of the property on Old Rock
Prairie Road.
4. ORPR right-of-way expected to be abandoned, but will retain an access
easement and access to SH 6 frontage road
5. Existing permitted oil well on the property.:.
6. Land Use plan designates as Retail Regional, however property is zoned
R-4 Multi Family residential.
7. The density for R-4 districts allows up to 20 units per acre, which would
permit up to 344 units on this property
8. Plat meets minimum subdivision standards for an R-4 lot.
9. Staff recommends approval with the condition that Engineering
Comments #2 are addressed
