This Master Plan is a revision of a previously approved Master Plan for the property. Changes
include the addition of 13.65 acres north of Greens Prairie Road West and the removal of 3.6
acres that is not owned by Oreek Meadows.

REVIEW CRITERIA (a A G M s
Compliance with the Comprehensive Plan in regards to:
1. Proposed land uses, including but not limited to street rights-of-way: The ' ' C C amN N1
Comprehensive Land Use Plan identifies this property for Rural Residential development on
the entire property. The property is surrounded by vacant, agricultural, or large lot residential
development.
The property is bound by Greens Prairie Road West to the north, and Royder Road to the
east, both major collectors. Greens Prairie Trail, a minor arterial, bisects the property.
2. Proposed zoning changes: The project is located outside of the City limits and not subject
to land use regulations.
3. Proposed drainage development: The area included in the Mater Plan drains toward a
well defined tributary of Peach Creek along the southern property line. Drainage plans for
the development include a series of detention ponds.
4. Proposed public improvements, including but not limited to parks, schools, and other
public facilities: 53.513 acres is being developed as common open space. No parkland
dedication is required. The City of College Station will providing public sanitary sewer
service to this development.
STAFF RECOMMENDATION
Staff recommends approval.

Presenting agenda items 6 and 7 together — need to act on both
items. These items are for the consideration of a master plan and
preliminary plat for creek meadows subdivision. The subdivision is
made up of 293 acres in the ETJ sw of castlegate subdivision along
greens Prairie Road West.
A master plan and preliminary plat were originally approved by this
board in 2006, as well as 3 final plats in 2007. The applicant is
amending the master plan and preliminary plat to include additional
property north of greens prairie road west and to remove property
(show) that was included in the original preliminary plat that is not
under ownership of Creek Meadow Partners. The road layout has
been reconfigured to
The additional property is designated for multi-family and commercial,
and overall there are 46 acres of multi-family, 53 acres of common
area, 181 acres of single family, and 11 acres of commercial on the
master plan. As a reminder to the commission, the city does not have
land use control in the ETJ. While the property is currently in the ETJ,
the property south of greens prairie west is included in the exempt
area annexation slated for late February.
The preliminary plat is for 942 lots and currently 249 lots are final
platted.
The land use plan identifies this area as Rural Residential, but again,
the City does not control the land uses in the ETJ, only the
subdivision of property.
The Master Plan and Preliminary Plat are in compliance with City of
College Station Subdivision Regulations and Staff recommends
approval.
