Q DESIGN REVIEW BOARD STAFF REPORT Project Manager: Crissy Hartl Report Date: April 21, 2006 Email: chart)©cstx.gov Meeting Date: April 28, 2006 For McDonald's Restaurant (06-00500072) Zoning District: C-1 General Commercial Location: 111 George Bush Drive Applicant: Alex Fazzino Item Summary: The applicant is requesting to implement a building material scheme for an accessory building that is not one of the building materials. Item Background: McDonald's Restaurant is proposing to construct a new remote drink stop vending machine in the parking lot of the restaurant located at George Bush Drive and Wellborn Road. As a part of the Non-Residential Architectural Standards, the applicant must use an approved material or abide by limitations of certain materials. In this case, the applicant is proposing a metal shroud to cover the vending machine. Stainless steel, chrome, standing seam metal and premium grade architectural metal is limited to 20% of any façade, according to the UDO. The shroud measures 8' by approximately 4' 6" and stands 7' 6" tall. The canopy over the shroud makes the structure 10' tall. To relieve some of the amount of metal on the structure, the applicant is also proposing to construct a 24" stone wall on 3 sides of the shroud that will match the existing materials on the restaurant building. On two of the sides, approximately 65% of each remaining side facade is metal, and approximately 70% of the remaining back façade is metal. The front "entrance" façade, is approximately 50% metal. Because the proposed structure material of the shroud does not meet approved percentages for metal materials, the applicant has requested a variance. As stated in the applicant's letter, this concept is a new corporate design by McDonald's Corporation, and no other material alternatives or design exists. Unfortunately, material samples cannot be supplied because the shroud is manufactured as one piece. However, the applicant has completed the same project at another McDonald's location at 825 Villa Maria in Bryan at the Tejas Center. The shroud is constructed and available for comparison. Issues/Items for Review: Section 7.9 of the Unified Development Ordinance requires that "all building facades and roofs shall consist of only colors from the color palette 0 approved by the City Council as amended by the DRB". The applicant is requesting an alternate color scheme that is consistent with the following parameters: 1. The applicant is a franchised and/or chain restaurant to be developed as a single detached building (not integrated into a multi-tenant building); and 2. The proposed colors/materials are part of its corporate branding; and 3. The applicant provides all of the alternative color/materials schemes the chain or franchise has used.
