The Final Plat has been submitted. (2) Is the applicant also the property owner? The application shows the same contact information for both the applicant and the property owner. If they are different, please provide the corrected property owner information. The Applicant has authority to act as an agent for the Property Owner. Please show the same number of parking spaces in the parking legend as are shown on the site plan ( I count a slightly different number). The parking legend and parking spaces have been revised to match. r Parking space requirements are based on enclosed area / footprint of the building. The anticipated building size for the building plot is <50,000 sf. 6. TxDOT Comment: Access driveways to SH 6 EFR must meet TxDOT's current "Regulations for Access Driveways to State Highways." Regulations are primarily based on posted speed limits and distances between proposed & adjacent access points. Where posted speed limits are 50 MPH or greater the required spacing between access points is 425'. The proposed south access drive will not meet requirements. Access should be to an interior street or shared with the south adjacent property. Appropriate data will be required for any future permits at this site. TxDOT has approved the permit for the driveway to SH 6. LANDSCAPING/STREETSCAPING/BUFFER 1. All of phase 1 (with phase line moved) will need to be included in the calculation. The additional area in Phase 1 has been added to the computations and additional landscaping provided to cover the increased area. y.landscaping since the wooden fence along the residential properties is required for this development (buffer ordinance) it should be maintained by this development. Noted. Please provide the phase line on the landscape plan. The phase line has been added to the landscape plan. 4. Please provide caliper size for all canopy and non-canopy trees (including those to be planted in the buffer area). Non-canopy trees should meet the minimum caliper for a single cane (note on plan). The caliper size for all tree and the container size for all shrubs have been added to the plans. A note regarding the caliper size of single canes on 1 non-canopy trees has also been added. The site triangle is measured at property lines. The site triangle has been shifted back to he property line. The shrubs have been relocated to other places on the site to maintain the required point values. ince landscape is required to be evenly dispersed, there should be some landscaping shown around the parking adjacent to Lot 1F that is planned in this phase. Landscaping has been added around the parking areas for Lot F. All undeveloped areas in phase 1 must have established ground cover prior to CO. There is no ground cover shown in several locations in Phase 1 (adjacent to Lot 1F). All areas inside the Phase 1 boundary have been covered with grass. North Forest Professional Park Response to Staff Comments DRAINAGE REPORT AND CONSTRUCTION DOCUMENTS 1. Please identify the surface treatment for the open drainage channel, specifically on Sheets C2 and C4. Response: The surface treatment will consist of hydromulch seeding. The note on Sheet C5 has been modified to indicate the desired treatment. 2. Please verify that additional erosion control measures at the discharge point of Pipe 1 are not needed. Response: According to the Drainage Report,the maximum velocity in Pipe 1 is 5.6 fps. Rock rip-rap has been added at the discharge point to prevent erosive eddies at the discharge point. 3. Please clarify end treatment at the point where the open drainage channel reaches Pipe 10. It is unclear how this connection will function without an end treatment. Response: There is no end treatment planned on the upstream end of Pipe 10 where it receives flow from the open channel. Sheet C4 shows how the ditch will be graded around the pipe to allow water to easily enter the pipe without spilling over the top of the channel. Rock rip-rap has been added to minimize erosion on the slopes of the channel around the pipe. The connection will function much like a culvert under a driveway on an open ditch street, but there are no traffic concerns to dictate that a safety end treatment be installed. With the development of the next phase of the North Forest Professional Park, the drainage channel will be replaced with a pipe and a junction box will be installed at its connection point to Pipe 10. Until that time, the open pipe face will function as intended and receive all flow coming from the channel. 4. Please modify the connection from Pipe 11 to the existing headwall. The proposed 30-in HSPE pipe needs to tie into the existing perpendicular surface of the headwall. It appears this will require the existing headwall to be widened, as to properly utilize the energy dissipation provided by the faffles and rip-rap. Also,please provide appropriate detail of steel reinforcement, dowelled connection, etc. Response: The headwall connection has been modified as described on Sheet C6. SUMMARY OF OTHER CHANGES Negotiations with the adjoining property owner regarding joint access have resulted in changes to the site plan and construction drawings. These changes are included in the revised drawings in this submittal. A summary of those changes is given below. 1. The primary driveway into the site from SH 6 Frontage Road has shifted southward and now straddles the property line between the two tracts. This allows full access to both sites. The adjoining property owner has agreed to this alignment. 2. As a result of the revised driveway alignment, the parking for Lot 1 A has been modified. Changes to the number of parking spaces are reflected on the site plan. 3. The street grades of the internal driveways in the development have changed to accommodate the new driveway. The new grades required adjustments to the water and sewer drawings. They also affect the drainage patterns slightly in the vicinity of the new driveway, so the flow arrows and grading have been adjusted as well. 4. The revised driveway alignment will place it on top of the 36" sewer line and will require a manhole on that line to be raised approximately 4 feet. 5. The revised driveway alignment will place it on top of an existing water service and meter that currently serves the adjoining property. This service will be capped off and a new service will be installed south of the new driveway. The existing meter will be reused on the new service. 6. The revised driveway alignment changes the buffer and landscaping computations slightly. Those changes are reflected on the revised Landscaping Plan. 7. A new TxDOT permit application is being submitted with these drawings that reflects the new access point onto the SH 6 Frontage Road. 8. While it is unrelated to the driveway, the building footprint and awning for Building D has also been modified since the last submittal. Pace 2 of 2 North Forest Professional Park Response to Staff Comments No. 3 Planning 1. Sanitary sewer manhole#2 requires a drop manhole. Response: The sewer service line Bowline has been lowered so that a drop is not required 2. All end islands must be 180 sf. Response: Some of the proposed sidewalk has been removed so that the end island and adjacent island area is>180 sf. Please refer to the pavement plan to see the sidewalk locations. 3. The single row of parking on the south end should have a curb or wheel stops. Response: Wheel stops have been added. Also, a parking island in front of Lot 1B has been moved to accommodate the electrical transformer location. (Sheet 3) In profile, at Sta. 2+83.30, check typo "MN NO. 2"? Construction Documents for Private Site and Drainage Improvements 1. In order to direct discharge into the primary channel without detention you must certify that the proposed peak discharge from this development will be released prior to the peak flow of the upstream primary channel. 2. If the intent of the drainage plan is to direct discharge into the primary via the CoCS Greenways Area, please provide the appropriate off-site detail and drainage report. This off-site drainage should be designed to public standard. Also, please keep in mind the relationship of this Greenways area and the adjacent residential development. A TxDOT Driveway permit will need to be submitted through our office to be forwarded on to TxDOT for a ruling on the proposed driveway request out onto SH 6 north feeder road. The TxDOT permit was submitted and approved. 2. Please submit plan and profile for all proposed public infrastructure. These drawings have been submitted. Responses to comments on these documents are given in the following section. 3. Please submit engineers cost estimate. An engineer's cost estimate for the public infrastructure has been submitted. 4. Please submit a blanket easement for the construction purposes. A Blanket Easement Application will be submitted. 5. The water demands illustrated for Bldg D only support that of a 1"to 1.5"water meter not a 3"water meter. The water demand for Building D has been changed. 6. All platted lots will need to have access to public water and sewer prior to the plat being filed at the court house, similarly the CoCS will need to see the construction documents for this infrastructure prior to the final plat being forwarded to P&Z. This informationhas been submitted. 7. Please identify existing and proposed easements on site plan The existing and proposed easements are identified and shown on the Final Plat. 8. Please submit fire flow report. The Water Report containing this information is being submitted with these revised plans and comment responses. 9. Please provide grading and erosion control plan. Detention will be required for this development, unless the adjacent property owner is willing to grant an easement or agreement to allow the discharge of the water through the property and into the primary channel. The majority of the stormwater runoff will be dischared into the greenway area adjacent to this tract. From that point it will flow into Bee Creek. 12. Please remove any Phase II information. This has not been reviewed or approved. The landscape plan should reflect the approved site plan. 3. Phase II should boundary should remain the same (since nothing in Phase II has been approved). 4. There is a parking island near Ashford Square that is now shown as concrete. This is not permitted. 5. The landscaping should be better dispersed throughout the site. There are areas of Phase 1A that now has no landscaping proposed. Do you need to further phase the landscaping? 6. Why are so many trees proposed behind the building in Phase IB? I do not see the benefit. 7. Please remove the signs from the landscape plan. These have not been reviewed or approved. 8. Mechanical equipment (including transformer) needs to be screened. 9. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit (TXR150000) to make sure it applies to your situation. 2. Adhere to the requirements of the general permit (TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the general permit (TXR150000). 4. Sign and post a construction site notice. 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent (NOI), notice of termination (NOT), or fee is required under this option—as long as the requirements of this general permit are followed. Developer provides easements for electric infrastructure as installed for electric lines (including street lights).
