WOLF PEN CREEK CONDOS (DRB) — DESIGN DISTRICT REVIEW (PROJ)
Location: 305 Holleman Dr E
Applicant: Jane Kee, Agent for Jim Stewart, Developer
Item Summary: The applicant is requesting a site visit by the Design Review
Board prior to meeting to review the complete site plan on a future agenda. Through the
site visit, the applicant is seeking input regarding the following issues: existing trees,
overflow parking, and trail access. In the Wolf Pen Creek (WPC) District, a Conditional
Use Permit is required to establish a multi-family development. If a multi-family
development incorporates non-residential uses on the first floor, the development is
permitted by right. The Conditional Use Permit for this project was approved by the City
Council on February 23, 2006 with conditions. A copy of the Ordinance is attached.
Being a Conditional Use Permit within a Design District, this project is somewhat unique.
Conditional Use Permits are typically approved a detailed site plan and is part of the
adopting Ordinance; however, being in Wolf Pen Creek the DRB has significant purview.
This includes the following:
• Final action on design district site plans
• Approve or deny building and sign colors in any designated design district
• Hear and decide variance requests to the amount of required parking in WPC
• Hear and decide appeals of the Administrator's application of the site plan
requirements to assure compliance with site plan review criteria specified in the
UDO.
Administrator Recommendations: Staff does not have any recommendation
regarding this item. The concept plan will be revisited by the Planning & Zoning
Commission on April 20th. Subsequent to this meeting, the detailed site plan will be
presented to the DRB for necessary review and approvals at which time staff
recommendations will be provided at the request of the DRB.
Issues/Items for Review:
1. Treatment of the minimum reservation area
2. Relationship of buildings to site
3. Relationship of buildings and site to adjoining area
4. Landscaping
