Per previous comments: As indicated in Note 2, no plat for this site has been reviewed by staff or approved by the Planning & Zoning Commission. Actions, comments, etc. related to the approval of the preliminary and final plats may affect the site plan, and the site plan will not be approved by staff unless and until a Final Plat has been approved. Further, no permits will be granted unless and until the Final Plat is filed for record with Brazos County. 2. Per previous comments: As discussed in the Pre-application Conference, the proposed access easement needs to be submitted by separate instrument. Volume/page will need to be reflected on site plan. (Drainage Report) Please depict an erosion control method (ie. rip rap) at the point of discharge from the detention pond. Also the channel from the point of discharge to the creek has a turn in it, would it be possible to make that more gradual, as to avoid future erosion on the off site property. 2. Due to the fact that the occupancy load of this building is equal to or greater than 300 people, it is required per the International Fire Code that this building be sprinkled and have a fire hydrant within 150-ft of the FDC. 3. (Repeat Comment) The detention pond needs to direct discharge into the secondary drainage system within this property or an easement/agreement needs to be created with the adjacent property owner to allow this property to discharge on the adjacent property. 4. (Repeat Comment) Authorization from the county allowing the OSSF needs to be submitted. CoCS Building Department may be able elaborate on more specific requirements. Reviewed by: Josh Norton Date: April 3, 2006 LANDSCAPING/STREETSCAPING/BUFFER Along the east property line where the parking lot is adjacent to a residential use, a 10-foot buffer yard with buffer plantings and a minimum 6-foot privacy fence is required pursuant to Section 7.6 Buffer Requirements. 2. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. Irrigation system must be protected by a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All Backflow devices must be installed and tested upon installation as per City Ordinance 2394. ENGINEERING 1. Please provide drainage report. 2. Please provide additional detail on the proposed detention pond. 3. Storm water management requirements are as follows, any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit (TXR150000) to make sure it applies to your situation. 2. Adhere to the requirements of the general permit (TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part 111 of the general permit (TXR150000). 4. Sign and post a construction site notice. 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. • A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent (NOl), notice of termination (NOT), or fee is required under this option—as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5, 2008. City will provide drawings for conduit installation. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser. Developer pours transformer pad(s) per city specs and design. Transformer will be located adjacent to building and be placed so that it will serve future development on this site. Meter will be located on transformer. Service to building will be the responsibility of the owner. Developer installs pull boxes & secondary pedestals as per city specs and design.(pull boxes & secondary pedestals provided by the city). Developer provides digital AutoCAD 2000 or later version of plat and/or site plan email to sweido(c�cstx.gov Developer provides load data for project. Developer provides temporary blanket easement for construction purposes. Indicate right-of-way dedication proposed by plat on the site plan for a Minor Arterial. /3. Label Rock Prairie Road and the private drive opposite the proposed access easement. 4. As discussed in the Pre-application Conference, the proposed access easement needs to be submitted by separate instrument. Volume/page will need to be reflected on site plan. 5. Provide the square footage of the auditorium and other interior spaces for verification of parking requirements. Lz 6. Change parking ratio requirement to show"1 space per .33 seats". �7. Where "300 max seats" add "as determined by the Building Official." �8. Show ownership, current use and current zoning of all adjacent parcels. The subject parcel zoning is indicated in Note 4. -79. Provide alternative detail as necessary for temporary curbing at the ends of the parking aisles. ✓10. Remove Notes 5 & 6. Places of worship are permitted as "P"" such that they are permitted by right but subject to provisions within Section 6.3.0 of the UDO. ✓11. Add notes per Section 6.3.0 of the UDO and show on the site plan accordingly: 1. Where the parking lot abuts residential development, a 10-foot buffer yard with buffer plantings and a minimum 6-foot privacy fence is required pursuant to Section 7.6, Buffer Requirements. 2. When outdoor accessory uses including, but not limited to, playgrounds, recreational areas, and special event areas abut residential uses, a minimum 15-foot buffer yard with buffer plantings and a 6-foot privacy fence is required pursuant to Section 7.6, Buffer Requirements. 3. A low profile sign as defined in Section 7.4.F, Sign Standards, is permitted. /12. Within the "Interior Island Parking Analysis" text box: remove "proposed" section addressing Section 7.9.H as this is not applicable. Churches are exempt from Section 7.9. ./13. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade.
