Mr. Jones:
The on-site Las Palomas sewer mains have been pressure tested but have not had a
mandrel pulled or had a TV camera through the lines. The off-site sower main is still
under construction and has not been subjected to any testing. The Phase 1I of the City's
project to construct the Steeplechase Sewer Impact Line remains under construction and
has not been tested except that a pressure test on that portion of the line from the last
manhole toward the Las Palomas development to its connection to the previously
tcceptecl City sewer system has been performed. >
As per our discussion and in an effort to try to accommodate the occupancy of the has
Palomas residential units prior to the final completion and acceptance of the Las Palomas
on-site and off-site sewer mains or the City's Steeplechase Sewer Impact Line, I am
proposing the following solution.
To allow tap connections from the 1.,as Palomas on-site constructed main to the service
lines of the individual residential units, Aggieland Builders agrees to install a plug in the
scwcr main cxit from the manhole adjacent to Jones Butler Road. Pressure testing of this
section of the sower system has previously been performed. Aggieland Builders would
then pay the appropriate tap fees and the residential units would be connected to the on-
site sewer main. Aggieland Builders would be responsible at its cost and maintenance for
the pumping, removal and proper disposal of any accumulated sewer from the residential
units until the downstream sewer lines are sufficiently constructed and tested to allow the
sewer to clow down the lines.
Aggiclend Builders would continue to pursue final completion of construction of the
sewer mains until the mains arc accepted by the City. This would include pressure

Staff reviewed the above-mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments
have been addressed and the following information submitted by Monday, February 27,
2006, 10:00 a.m., your project will be placed on the next available Planning and Zoning
Commission meeting scheduled for Thursday, March 16, 2006, 7:00 p.m. in the City Hall
Council Chambers, 1101 Texas Avenue.
Two (2) 24"x36" copies of the revised final plat;
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed, your project will not be scheduled for the Planning

The following comments only apply to the on-site and off-site public sanitary sewer main plan
and profile detail,which was submitted on April 24,2006.
ENGINEERING
1. (Sheet Si) Please provide an easement for the portion of the sanitary sewer main which
encroaches the Borsack property. Or re-align the sanitary sewer line to avoid the off-
site encroachment.
2. (Sheet Si) The water/sewer line conflict should be constructed to TCEQ 290 standard.
I believe the governing regulation is 290.44(e)(B)(3), requiring cement stabilized
embedment, centered joints of pipe, 2-ft vertical separation, etc. This should be
illustrated and/or de-noted on the construction documents.
3. (Sheet S I) Please label all sanitary sewer services in plan and profile view, including
material type,size,single/double,etc.
4. (Sheet S I) Please illustrate the gas line conflict in profile view.
5. (Sheet SI) Please remove the sanitary sewer service connection to the main to outside of
the pavement of the cul-de-sac.
6. (Sheet SI) Structural backfill should be used in areas where public mains cross
structural areas.
7. (Sheet S2) The bore of Jones-Butler Road should be performed to county standard.
8. (Sheet S2) Please provide a copy of the county permit allowing for the bore of Jones-
Butler Road.
9. (Sheet S2) Per the BCS Unified Design Guidelines,Specification No. 110,the casing pipe
for the bore should be a 16-in. Please verify that this bore is in accordance with the
above mention spec. and de-note on plans.
10. (Sheet S2) Per the BCS Unified Design Guidelines, Detail No. S3-03,the casing pipe for
the bore should extend 5-ft past the outside of the shoulder.
11. (Sheet S4) FYI: A drop manhole connection could be required at the point of connection
to the CIP Phase 2 Steeplechase Line.
12. Please re-calculate and re-submit the Sanitary Sewer Improvements — Flow Analysis,
using a peaking factor of 4 per the BCS Unified Sanitary Sewer Design Guidelines.
13. (Repeat Comment) "General Notes— 1"refers to the City of College Station's standard
details,please provide a copy of the Bryan-College Station Standard Construction
Details with your construction documents.
14. (Repeat Comment)Please submit a development permit application,associated fees,and
engineers cost estimate for the City of College Station public sanitary sewer main
extension.
15. (Repeat Comment) We have not received the off-site Public Utility Easement for the
public sanitary sewer main extension. This Public Utility Easement must be submitted
through our office with an easement dedication application.
16. (Repeat Comment) Should the City's CIP sanitary sewer project "Steeplechase Sanitary
Sewer Main Phase 2" not be constructed and ready by the time the on-site and off-site
sanitary sewer main extension for this development is completed, the developer is
responsible to provide sanitary sewer service and satisfy all related issues. Please
submit a letter stating that the developer is taking full financial and maintenance
responsibility for what ever measures need to be taken to allow your sanitary sewer
main extension to operate and comply with state law until the CIP project is complete
and the connection is made. This requirement and letter will be a condition of the final
plat, as well as a condition of your development permit for release of the construction
plans.

Mr.Jones,
I have reviewed the final plat for Las Palomas Subdivision dated February,2006. The
plat conforms to all requirements outlined by the District. The subdivision name of Las
Palomas,as well as the two street names,Paloma Ridge Drive and Los Portales Drive,are
acceptable.
The District has assigned the following addresses for the above subdivision. It is our
understanding that each lot will contain a duplex and therefore,each lot has been
assigned two addresses. Please refer to the map I faxed previously for the exact order in
which the addresses should be applied to each duplex.
