The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, February 13th, 10:00 a.m., your project will be placed on the next available Planning & Zoning Commission meeting scheduled for March 2nd, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Two (2) 24" x 36" copies of the revised master development plan; Twelve (12) 11" x 17" copies of the revised master development plan; One (1) Mylar original of the revised master development plan; and One (1) copy of the digital file of the master development plan on diskette or e-mail to sgriffin@cstx.gov and awelsh@cstx.gov. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Let me know if you have any questions. / 'i/C; C�� 2 Apri1024,2005 Mr. Joey Dunn ga jCe iwevek Director of Planning&Development Services 1101 Texas Avenue College Station,TX 77842 Re: Proposed Subdivision in College Station ETJ(Extraterritorial Jurisdiction) Brazos County,Texas Dear Joey: Jay Don Watson, Adrian McDonald and myself are proposing to develop a "Subdivision" on property located at the intersection of Jones Road and FM 60,which is in the College Station ETJ. We met with the city staff at a Pre-Application meeting on February 21, 2005, and described our proposed plan. Feedback received from the staff on several items has been incorporated into our planning of the Subdivision. We are now prepared to begin the platting process,but we would like clarification from the City of College Station on the water supply fire flow requirements. Brushy Creek Water Supply Corporation ("Brushy")will be supplying water to the Subdivision. Water lines within the Subdivision will be designed and constructed in accordance with City of College Station Standards and all applicable state and federal requirements. The water lines within the Subdivision will provide the fire flow requirements as provided by the International Fire Code,the Bryan/College Station Unified Design Guidelines and the Bryan/College Station Unified Technical Specifications. The engineer for Brushy will provide a letter stating that the water system can support the fire flow requirements of Brushy and the City of College Station. The design engineer for the Subdivision will provide a water line design report,including a fire flow analysis,in accordance with the City of College Station requirements,which will show that the fire flow requirements will be met. This report will be based on test data on the existing lines near the Subdivision. Water for the Subdivision will be supplied by Brushy and/or Wellborn Water Supply Corporation, with their transmission water lines supplying water to the boundary line of the Subdivision. The Brushy water lines supplying water to the boundaries of the Subdivision may not have been designed and constructed to meet the current City of College Station standards and specifications for water lines. Furthermore, any improvements Brushy makes to lines not located within the Subdivision may not be constructed in accordance with the City of College Station's present standards and specifications. It is our opinion that the design and construction of the water lines which are not constructed within the Subdivision will not have any affect on the City of College Station's approval and subsequent filing of the Final Plat for the Subdivision,so as long as the fire flow requirements previously agreed upon between Brushy and the City of College Station, Texas are met. Please advise in writing if the City of College Station disagrees with out interpretation of the section of the Subdivision Ordinance pertaining to fire flow requirements for our ETJ subdivision and if the failure of Brushy's water line,that supplies water to the boundary of the Subdivision, to meet the City of College Station's specifications will prevent the City of College Station from approving our Subdivision Plat. Specifically, we are currently talking about 2 developments in the ETJ who need to extend a Wellborn ' waterline a significant footage"offsite"to the proposed subdivision. Should the offsite be built to our standards-i.e. c909 pipe, hydrants every 1000 ft, gate valves every 800 ft, testing, etc. This is a (IP significant cost difference. Restating the nuance: it would seem that if Wellborn is constructing the line of their own volition it would be to their own standard, however, if the line is required for a subdivision (regardless of whether or not it is offsite) it should be in accordance with City regs (Sub Regs 8-0 and 12-P.4). I am accustomed to having the SUD provide a written verification of payment for a required line- in this case, the letter should state that the line was built to City Standards standard language to accompany, or maybe we should inspect as well? >>>Joey Dunn 3/16/2005 2:21:57 PM >>> Carol, do you want to set up a time? In the presentation I listed the items we do regulate, most of which are included in Ch 13 of the Sub Regs: 1. Street standards—same as city standards, rural section or curb&gutter section determined by size of lots2. Right of ways for major streets as shown on T-fare Plan3. Lot Widths - 100' minimum, if along urban rural street section4. Water Supply—city standard with fire flow requirements, as per:o Intl Fire Codeo BCS Unified Design Guidelineso BCS Unified Technical Specificationso All applicable state and federal requts.5. Sewer—comply with TCEQ, which means on-site/septic is permitted6. Drainage—may be by surface channels7. Street lights not required8. Electric service not supplied from City of College Station9. No participation from City in cost of subdivision or utilities outside City limits, including garbage collection and street maintenance.10. That said, I would expect us to have approved plans and inspect what is constructed within the subdivision. As-builts would be required and we would issue a letter of completion.
