COMMENTS
Parkland Dedication: This Master Plan was submitted before January 2008; therefore,
Parkland Dedication will not be required when this property is platted.
REVIEW CRITERIA
1. Compliance with the Comprehensive Plan in regard to proposed land uses, including
but not limited to street rights-of-way: The Land Use Plan for this area reflects Single-
Family Medium Density for a majority of the subject property and Rural for the remaining
portion; however, our land use policies would allow for Single-Family Medium Density to
apply to the entire property. The proposal for residential development complies with the
Comprehensive Plan; however, a Land Use Plan amendment will be required in order to
develop office, townhomes, commercial, or warehouse, as specified on the Master Plan.
Master Plans are intended to be conceptual in nature with more emphasis placed on the
placement of major thoroughfares and connection points. At the request of the Commission,
all roadways are now included on the Master Plan, however specific inforr'nation about the
roads regarding block length, roadway width, and intersection angles is not required until the
preliminary plat stage. This Master Plan shows a network of internal roadways that will
serve the subject property and provide three connections to Capstone Drive as well as a 20'
pedestrian access easement that connects Phases 1, 4 and 5. The Thoroughfare Plan
reflects a Major Collector crossing the property; however, due to existing conditions
concerning the railroad crossing, Staff will pursue a Thoroughfare Plan amendment to
realign Barron Road on the east side of Wellborn Road with Capstone Drive. If platted in
this configuration, variances to development ordinances such as, but not limited to block
length and projections to unplatted property may be required.
Prior to annexation, the City of College Station had agreed to allow sanitary sewer service to
this property. This property is in the Wellborn SUD water CCN.
2. Proposed zoning changes: Upon the recent annexation on March 29, 2008, A-O zoning
was applied to all newly annexed properties. In order to develop the property as proposed
by the Master Plan, zoning requests from A-O Agricultural-Open to R-1 Single-Family
Residential, R-3 Townhouse, A-P Administrative-Professional, C-1 General Commercial and
an industrial zoning district will be required. No formal requests for a Land Use Plan
amendment or rezoning of the subject property have been made to the City yet.
3. Proposed drainage development: Drainage for the development will be in accordance with
the BCS Unified Stormwater Design Guidelines.
4. Proposed public improvements, including but not limited to parks, schools, and other
public facilities: The applicant is not proposing additional public improvements.

STAFF RECOMMENDATIONS
Because the Master Plan was submitted to the City before annexation and therefore is not
required to show land uses or zoning proposals in compliance with the Comprehensive Plan,
the Master Plan meets the minimum requirements and Staff recommends approval.
