RE: THOROUGHFARE PLAN AMENDMENT—HOLLEMAN @ FM2818
Dear Crissy,
As discussed, we are proposing an amendment to the College Station Thoroughfare Plan.
The plan modification is regarding the alignment only of Holleman, Dowling Road and
Jones-Butler near FM2818. We will be coming back with discussion regarding the land
use of the property in the area but to accommodate the timeframe that the City of College
Station Electrical Division needs in order to move forward with their project we are
discussing alignment only at this time.
Because of the upcoming TXDOT bridge project at FM 2818 and Wellborn Road, the
connection of Jones-Butler at FM2818 currently shown on the Thoroughfare Plan will not
be possible. There has been discussion between the City and TXDOT about making the
bridge longer in order to allow Jones-Butler to continue to flow north-south under
FM2818 but because of cost, it has been decided to NOT extend the bridge and Jones-
Butler will dead end on both sides of FM2818 into one-way frontage roads. Given this
decision, and the amount of traffic which Jones-Butler carries into College Station and in
particular to the TAMU campus, it makes sense to realign Jones-Butler and not Dowling
Road as the continuous thru street to connect to the Holleman signalized intersection on
the Thoroughfare Plan. If this change is made, Dowling Road would then tee into the
Jones-Butler extension as it is the minor roadway. This allows Jones-Butler to carry
traffic directly to a signalized intersection rather than have that traffic turn left onto
Dowling Road and then right onto the Holleman/Dowling connection.
From the perspective of the adjacent neighborhoods (Quail Run in particular)this
realignment will move the bulk of the traffic further away from the front entrance of the
neighborhood. With the current Thoroughfare Plan, all traffic on Jones-Butler will have
to choose one of two routes to get to the TAMU campus:
1) stay on Jones-Butler and turn right on the FM2818 one-way frontage road, go to the
railroad track and take the Texas U-turn and head west on the one-way frontage road to
Holleman, then go thru the signal and enter FM2818.

2)turn left on Dowling Road at Jones-Butler, go in front of Quail Run and turn right on
the Holleman/Dowling Road new roadway and then turn left at the Holleman/FM2818
signal and enter FM 2818.
In either case, the route is circuitous for the amount of traffic that Jones-Butler carries.
We believe that this realignment of Jones-Butler is the better alternative for the
transportation system in the area. We appreciate your consideration of this request and as
