The zoning of the subject property is correct on the site plan (A-P Administrative Professional). However it is not "Commercial/Office". Please amend notes on sheet C1.2 by removing the word "Commercial" and inserting Administrative Professional. In the parking legend you can use "Office" and your(Notes :) can put "Office Use". 2. (FYI) Please be aware that a Certificate of Occupancy cannot be issued for any of the buildings until all site/landscape work is 100% complete and inspected. (In reference to previous phasing comment) 3. The dumpster detail is not clear as to the dimension of the pad and the placement of the bollards. It appears from the site plan the bollards are being placed at the rear of the enclosure..? Which is ok as long as there is still 12 feet of depth clearance. As previously mentioned the enclosure is required to match the proposed buildings. Please provide color/material samples with the detail drawing. (NRA) 4. Per the site plan check list under landscaping a Buffer is requirement per Section 7.6 of the Unified Development Ordinance (UDO). The subject property abuts the R-1 Single Family properties to the east and the south. According to Section 7.6.F, there is a 10-foot planted buffer required with a wooden fence a minimum of 6 -feet in height. Please see this section of the UDO for your required plantings. Please be aware that buffer planting requirements cannot count toward the landscape/streetscape point calculations requirements. 5. Please provide buffer plantings in the landscape legend. 6. Please identify the streetscape calculations and point requirements separately like the landscape has been done. 7. Please provide the caliper of proposed plantings in the legend. 8. Need color/material samples and detail drawing on the proposed retaining wall. (NRA) 9. Per Section 7.5.3.C.4 - Every project must expend a minimum of 50% of its point total on canopy trees. Currently the landscape plan is not meeting this requirement. 10. (FYI) Please be aware that signs are permitted separately. The following comments do not constitute a full site plan review) PLANNING 1. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 2. Per site plan check list please provide the legal description on the site plan as well as the site area. 3. Per site plan check list please provide current zoning of the subject property and ownership and zoning of all abutting parcels. 4. What is the proposed use for the proposed buildings? 5. Will all of these building be developed in one phase? 6. Please be aware that Section 7.9 Non- Residential Architectural Standards will need to be met per the site plan check list prior to the issuance of a Building Permit. 7. Per site plan check list please note whether or not the subject property is located in the 100-year floodplain referencing FEMA/FIRM map number. 8. It does not appear that 6-inch curbing is not being proposed along the front of the parking spaces and side walks...? Curbing is required around all edges of all parts of all paved areas without exception. 9. Per site plan check list and per Section 7.9.F Pedestrian / Bike Circulation & Facilities, bike racks will be required for this site. (Please provide detail of the bike racks) 10. Per the site plan check list please provide off -street parking spaces drawn and tabulated, and dimensioned. Provide a parking legend on the site plan showing required and provided parking spaces. 11. Per site plan check list please tabulate the square footages of the end islands according to Section 7.2.D End Islands. It appears that not all end islands are meeting the 180-square foot in area requirement. 12. Per Section 7.2.C.7 Parking lots located within 15 feet of a right-of-way shall have a maximum of seven contiguous spaces separated by an 18 foot by 20 foot landscaped island. 13. A Tx Dot Permit is required for the driveway cut along the frontage road prior to site plan approval. 14. Per site plan check list please clearly designate utilities and easements as existing or proposed. 15. Please be aware that if the dumpster enclosure is going to have bollards on the inside there is a requirement of 12x12 feet of clearance inside of the bollards. Also the dumpster enclosure will be required to match the building color/materials. (See Section 7.9.B Required Screening) LANDSCAPING/STREETSCAPING/BUFFER 16. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. 17. Please submit a landscape plan that addresses all of the applicable items listed on the site plan check list and per the Unified Development Ordinance. (Incomplete submittal) 18. Please note on the landscape plan that an irrigation plan is required to be reviewed, approved and installed prior to Certificate of Occupancy. 19. Please be aware that any existing trees to be counted for protected points will be required to have the proper barricades installed prior to clearing and grading. Please see Section 7.5.Landscaping Requirements, 2.a) Reviewed by: Jennifer Reeves Date: 02-01-06 MISCELLANEOUS 1. Irrigation system must be protected by a Pressure Vacuum Breaker or a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All Back Flow devices must be installed and tested upon installation as per City Ordinance 2394. TxDOT 1. Access drives to State Highway 6 (East Feeder Road) must meet TxDOT's current "Regulations for Access Driveways to State Highways". 2. Regulations are primarily based on posted speed limits and distances between proposed and adjacent access points. Where posted speed limits are 50 MPH or more the required spacing between access points is 425'. 3. If no additional access is required, no comment. 4. Appropriate data will be required for any future permits/work in ROW at this site. Reviewed by: Karl Nelson/Jay Paige (979.778.6233) Date: 02-03-06 ENGINEERING 1. (Sheet C1.1) "Sitework — Note 1" Please reference the BCS Design Guidelines, Specs and Detail. 2. (Sheet C1.4) Please include scale on this sheet. 3. (Sheet C1.4) Please label all the private sanitary sewer lines to be 1% slope not .5% 4. (Sheet C1.4) Please remove all proposed private manhole and replace with clean-outs. Manholes are only permitted on 8-in lines and larger per the building code. 5. (Sheet C1.4) A cleanout is required every 100-ft on the private sanitary sewer service lines. 6. (Sheet C1.4) Where the existing 6-in public sanitary sewer main terminates, please do not place a manhole. 7. (Sheet C1.4) Fire hydrants must be located within 5-ft of the fire lane. 8. (Sheet C1.4) Hydrant Assembly Type 1 no longer exists please reference BCS Design Guidelines, Specs and Detail for hydrant installation. 9. (Sheet C1.4) The 8" tap for the hydrant is not needed; please use a 6-in tap and line. 10. (Sheet C1.4) Tapping sleeve and valve may be able to be used in this situation. 11. (Sheet C1.4) As currently proposed the irrigation system will run off the domestic meter and be charged sewer fees accordingly. You may consider placing an irrigation meter next to the domestic meter. FYI — irrigation meter must be located within an easement and typically located with the back flow preventer devices. 12. Please submit an engineer's cost estimate for the fire hydrant and installation. Plan and profile is needed if the proposed water main is extended further than one length of pipe. 13. Please dedicate the 10-ft PUE surrounding the property by separate instrument at this time. 14. Please submit the TxDOT Driveway Permit through our office. A TxDOT utility permit if also required for any grading or utility work done in TxDOT ROW (hydrant/grading). 15. (Fire Flow Analysis) A fire flow analysis per the Appendix B and C of the fire code needs to be performed and submitted as to determine the number of hydrants required for this site. 16. Drainage Report: a. Please include a pre and post drainage basin map as referred to as Area 1, 2, 3 in your hand calculations. b. Please explain what Sheet A and B are, as referenced to on page 1 of the hand calculations. c. Please include your pre and post development run-off conditions for the 2, 5, 10, 25-year storm events. d. Please include your detention routing calculations for the 2, 5, 10, 25-year storm events. e. Provide discharge velocities for the pond and appropriate erosion control method. 17. Since public infrastructure (fire hydrants) will be installed with this site the $600 infrastructure fee is due at this time. Reviewed by: Josh Norton Date: February 6, 2006 FIRE 1. Developer installs pull boxes & secondary pedestals as per city specs and design. (pull boxes & secondary pedestals provided by the city). 6. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan email to- sweido@cstx.gov. 7. Developer provides load data for project. 8. Developer provides temporary blanket easement for construction purposes. 9.
