COMMENTS
Parkland Dedication: The Master Plan was submitted prior to the effective date of the
requirement for Parkland Dedication in the ETJ and therefore, Parkland Dedication will not be
required.
REVIEW CRITERIA
Compliance with the Comprehensive Plan in regards to:
1. Proposed land uses, including but not limited to street rights-of-way: The
Comprehensive Land Use Plan identifies this property for Single Family — Medium Dersity
and Rural Residential development. The applicant is proposing single family rural residential
uses on lots at least one acre in size. The property is surrounded by vacant, agricultural, or
large lot residential development.
The property incorporates the extension of Mesa Verde Drive, a minor arterial. Other
proposed rights-of-way are residential streets that will tie into a future network of streets.
2. Proposed zoning changes: The project is located outside of the City limits and not subject
to land use regulations.
3. Proposed drainage development: The area included in the Master Plan drains along the
streets toward the natural drainage ways. The applicant is proposing a minimum 50' wide
drainage buffer, 25' on each side of the centerline of all drainage ways.
4. Proposed public improvements, including but not limited to parks, schools, and other
public facilities: The development will be served with water by Wellborn Special Utility
District water and on-site sewage facilities.
STAFF RECOMMENDATION
Staff recommends approval.

5. Presentation, possible action, and discussion on a Master Plan for Partners in Habitat
Preservation Tract 1 consisting of 5178 acres at 1151 Deer Park Drive, generally located
along the future extension of Mesa Verde Drive east of the Indian Lakes Subdivision in
the City's Extra-Territorial Jurisdiction. Case#07-00500336 (JS)
Jason Schubert, Staff Planner, presented the Master Plan and recommended approval. He
stated that Mesa Verde Drive was built to rural collector standards.
Commissioner Dictson asked if there was currently access to the subject property.
Mr. Schubert stated that he is not aware of any access points that currently exist.
Commissioner Bauman motioned to approve the Master Plan. Commissioner
Strong seconded the motion, motion passed (7-0).
