Attachments: Staff review comments cc: Patterson Architects, via fax 779.0727 Case file #04-276 Home of Texas A&M University STAFF REVIEW COMMENTS NO. 1 Project: FIRST BANK OF SNOOK (SP) — 04-276 On October 2004, the College Station City Council passed an ordinance amending the Unified Development Ordinance to include higher standards of non-residential architectural standards. The current site plan is considered incomplete at this time because it does not have all the information necessary to review the site plan in light of these standards. To help with the new requirements, I have included a copy of the ordinance highlighted with all applicable sections in this situation. Please call if I can be of further assistance. PLANNING 1. Please reference the FEMA map that was used for the flood plain determination. 2. Building lines were on the plat, but since they are a function of zoning, they change with the zoning ordinance. The building lines are as follows: 25-ft. front, 15-ft. rear, 15-ft. side street, and 7.5-ft. side. 3. So it may be screened from the right-of-way, please move the transformer back from the property line. Also, identify the material(s) to be used for screening. 4. I only count 41 parking spaces on site. Is this correct? 5. If you would like the off-site parking spaces to count towards the bank's parking, an alternative parking plan application will have to be submitted for the Administrator's consideration. At this time, the spaces are not needed to meet the bank's parking requirements. 6. A sidewalk is needed across the western median to help customers parking on the shopping center's drive aisle reach the bank building. 7. Please call out the 12' X 12' dumpster pad (interior clear space) dimension. 8. Please identify that the screening material(s) for the dumpster. 9. Please identify the minimum caliper of the crepe myrtles to be 1.25" per trunk. 10.A fire lane will have be provided across the front of the building. The parking lot entrance by Tarrow will have to be widened to a minimum of 20 feet. 11.Please shift the location of the live oak planted by the fire hydrant to ensure that it will not interfere with the hydrant's identification and use. 12. 1 included the lighting regulations with the attachment, but please be aware that canopy lights will have to be recessed into the canopy. The current site plan is considered incomplete at this time because it does not have all the information necessary to review the site plan in light of these standards. To help with the new requirements, I have included a copy of the ordinance highlighted with all applicable sections in this situation. Please call if I can be of further assistance. PLANNING 1. Please reference the FEMA map that was used for the flood plain determination. 2. Building lines were on the plat, but since they are a function of zoning, they change with the zoning ordinance. The building lines are as follows: 25-ft. front, 15-ft. rear, 15-ft. side street, and 7.5-ft. side. 3. So it may be screened from the right-of-way, please move the transformer back from the property line. Also, identify the material(s) to be used for screening. 4. I only count 41 parking spaces on site. Is this correct? 5. If you would like the off-site parking spaces to count towards the bank's parking, an alternative parking plan application will have to be submitted for the Administrator's consideration. At this time, the spaces are not needed to meet the bank's parking requirements. 6. A sidewalk is needed across the western median to help customers parking on the shopping center's drive aisle reach the bank building. 7. Please call out the 12' X 12' dumpster pad (interior clear space) dimension. 8. Please identify that the screening material(s) for the dumpster. 9. Please identify the minimum caliper of the crepe myrtles to be 1 .25" per trunk. 10.A fire lane will have be provided across the front of the building. The parking lot entrance by Tarrow will have to be widened to a minimum of 20 feet. 11 .Please shift the location of the live oak planted by the fire hydrant to ensure that it will not interfere with the hydrant's identification and use. 12.1 included the lighting regulations with the attachment, but please be aware that canopy lights will have to be recessed into the canopy. Based on a survey plat, it appears that there is a 15 foot easement on three sides of the property. There does not appear to be an easement on the property abutting Tarrow Street, but there is a 25 foot building line. Therefore, it appears that there is an ample easement for the city. We are willing to consider signing an easement but believe that it is in the best interests of both parties to be in agreement on the placement of the easements rather than a blanket easement.
