Explain the purpose and intent of the proposed development: The purpose of this development is to provide a unique campus that will look and feel like a safe haven for people in need our services. The agency's desire is that this campus will look and feel like a residential area and will have relatively low traffic generation. The primary hub of the campus, the counseling and administrative building, will has the appearance of a residential home. The agency works with people in unplanned pregnancies making life long decisions about their families as they consider the options of single parenting, marriage or adoption. A home-like atmosphere provides the environment to make these decisions from a loving heart and not in an institutional manner. This building will include counseling and administrative offices, a living room, kitchen, deck and playground where children can play while staff counsels with the adults. This building is also used in our services to adoptive families as they come for education, training and support services. Walking trails will be incorporated on the property. Some clients we serve find it easier to speak with a counselor while walking. Trees will be preserved on the property to enhance the peaceful and safe environment that is desired. The counseling/admin building will also contain a great room which allows us to run the outreach program called "The Momma Club." During the fall and spring semesters, teen parents come with their babies once a week to this mentoring program and receive a free meal, participate in a teaching about parenthood and faith, and can leave with a bag of diapers, baby clothes, and items from our food pantry. This program strengthens mother-child bonds and gives young mothers tools, resources and encouragement they need to prevent child abuse or neglect. A future phase of the development will be the construction of a Family Care Home (group home) where single mothers can live in a group setting of 4-5 mother-child units in a home. House parents will also live in the home for the purpose of mentoring young mothers in skills of providing nutritious family meals, keeping a clean and orderly home, loving discipline of children, financial management, and job skills. PLANNING: (Reviewed by Crissy Hartl; Date: November 5, 2007) COMMENT#1: Rather than leaving the floodplain and proposed thoroughfare as R-1 as indicated on the rezoning map, that area will need to be rezoned to A-O Agricultural-Open. Please provide the metes and bounds of the proposed A-O area. ACTION: The proposed thoroughfare and floodplain has been revised to reflect a zoning change to A-0. Please find attached a copy of the metes and bounds description of the A-0 area as requested. COMMENT#2: Following the above comment,please amend the rezoning map and application accordingly. ACTION: The rezoning map and application have been revised. COMMENT#3: What is the proposed range of building heights for the single story structures? ACTION: The proposed building heights will range from 15'to 30' COMMENT#4: The propose statement of this Planned Development District will be adopted as a part of the rezoning ordinance and guide all future decisions regarding the development of this property. The statement provided in the application does not provide the direction needed to determine whether a proposed development is appropriate for the Planned Development District. Please see the purpose statements of various zoning districts as stated in the UDO, particularly the PDD and the A-P Administrative Professional zoning districts. Please revise the application accordingly. Proposing a use other than what is on the list will require a rezoning to amend the allowed uses in the PDD. ACTION: Duly noted. COMMENT#6 Remove the radius and ROW measurements of the proposed thoroughfare from the Concept Plan. ACTION: The radius and ROW measurements have been removed. COMMENT#7 The residential portion of the development will be treated as multi-family residential development where parkland dedication fees will be collected at the time of building permit. ACTION: Duly noted. ENGINEERING COMMENTS: (Reviewed by Carol Cotter: Date: November 5, 2007) COMMENT#1 As previously discussed, development of this tract will require construction of a public street from the end of the funeral home property to tract 13. Street shall be design and constructed in accordance BCS Unified Design Standards, Details, and Specifications. ACTION: Duly noted. COMMENT#2 Water will also need to be extended from current existing location to provide required fire flow.
